Description
Caywood Vicinity Map Zoomout Caywood Stand Map Aerial Caywood Stand Map The Hector Ranger District of the Finger Lakes National Forest requires the contractor to implement the Caywood Point Hemlock Woolly Adelgid (HWA) Suppression and Protection Project. This involves treating about 300 mature Eastern hemlock trees located in forested stands across 134 acres in Compartment 77, Stand 1; Compartment 88, Stands 1,2 3 & 6; and Compartment 89, Stands 1 & 2. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is AG-56A1-S-14-0003. This solicitation is issued as a request for quotations (RFQ) for a Firm Fixed Price contract. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. The Government intends to make one contract award. (iii) Description of requirements for the items to be acquired: Firm-fixed price, non-personal services. The Contractor shall furnish all labor, equipment, supervision, transportation, quality control and incidentals, to perform all necessary services to treat non-native invasive insects by applying pesticide with hand-held equipment in forested areas (forest land, lake or stream buffers), upland groups of trees of the Finger Lakes National Forest, Hector, NY. (iv) This solicitation provides for full and open competition without any exclusion of sources. (v) Total acreage to be treated is 134 acres, comprised of three Compartments of hemlock trees. (vi) Coretect (Imidacloprid) and Safari (Dinotefuran) will be specified for use in this specific treatment, and Award will be made by individual item. The contractor may bid on an "All or None" basis by writing "All or None" in the space provided. A Quote with a "per acre" "per tree "cost is requested. Per acre, per tree costs must be provided in "PART I - THE SCHEDULE"; payment will be based on actual acreage treated. There is no prebid meeting scheduled for this contract, but it is recommended that contractors visit the sites prior to quoting. Quoter Notes: 1) The pesticide applicator must be appropriately licensed through the New York State Department of Environmental Conservation (NYS DEC) and be able to identify the invasive species to be sprayed. 2) Contractor will provide all pesticide. Per acre costs shown above should include all materials, supplies, travel, signs, labor, etc. needed to treat each acre. 2) Contractor must be registered in www.sam.gov in order to be considered for award. 3) The acres are provided as an estimate only. Actual acres or number of trees treated will vary by site. Billing will be submitted based on actual trees sprayed, treated and accepted by the government multiplied by contractor pricing shown above. 4) There will be hand basal bark spraying in the area as well as tablet treatment in the soil adjacent to trees being sprayed. Spraying may not occur by 2 different contractors in the same area on the same day per pesticide label requirements. See detailed specifications for more information. (vii) The start date for the project will be within two (2) weeks of award. Place of performance and acceptance is located at Finger Lakes National Forest, Hector, NY. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The Provision at 52.212-2, Evaluation -- Commercial Items is applicable to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be the Lowest Price, Technically Acceptable.
