- Amendment 0006 Phase 2 Questions and Answers The purpose of Amendment 0006 is as follows: 1. Incorporate Phase 2 Question and Answers. 2. Make changes to the following sections of the solicitation: -Section C.3.9, 52.232-40 Providing Accelerated Payment to Small Business -Subcontractors -Solicitation Response Requirements in Section E.1 -Section E.2.1, Evaluation Factors 3. Change the due date for proposals from no later than 5:00pm Eastern Standard Time, April 30, 2014, to no later than 5:00pm Eastern Standard Time, May 7, 2014. The purpose of Amendment 0005 is to issue Phase 2 Request for Proposals (RFP) for Solicitation ED-FSA-13-R-0006. Only those Offerors selected in Phase I are permitted to submit an offer in Phase II. The purpose of amendment 0004 is to extend the offeror's due date from 12:00PM EST, March 7, 2013 to 5:00PM EST, March 11, 2013. The purpose of amendment 0003 is to incorporate additional Questions and Answers. See Attachment 1 to this amendment. The purpose of amendment 0002 is to: 1. Make changes to the following sections of the solicitation: •Section C, Additional Contract Terms and Conditions, Incentive Fees, (8) •Section C, Additional Contract Terms and Conditions, Organizational Limit on Contracts A revised solicitation with these changes is provided herein. 2. Incorporate all Questions and Answers. See Notice Update Attachment 1 to this amendment. The purpose of amendment 0001 is to: 1. Extend the offeror's due date from 12:00PM EST, February 28, 2013 to 12:00PM EST, March 7, 2013. 3. Incorporate the first round of Questions and Answers. See Attachment 1 to this amendment. Additional Questions and Answers will be forthcoming. The U.S. Department of Education, Office of Federal Student Aid, is conducting a two-phase solicitation in accordance with the Department of Education Acquisition Regulation (EDAR) Subpart 3415.302-70. This acquisition is 100% set-aside for small business under Federal Acquisition Regulation (FAR) Part 19 and acquired using procedures provided under FAR Part 12 in conjunction with the policies and procedures in FAR Part 15 to the maximum extent practicable. The resulting contracts will be funded with non-appropriated funds. The FAR and EDAR will be followed to the maximum extent practicable in accordance with EDAR Subpart 3401.104. In order to support Department of Education's efforts to meet its small business goals, the Department intends to award one or more contracts to qualified Hub-Zone small business(es) and/or Service-Disabled Veteran-Owned small business(es), if qualified offer(s) are received from those socio-economic concerns. The Government anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts under NAICS code 561440, which has a small business size standard of $14M. The resulting IDIQ awards will have a Base Ordering Period of five (5) years and one (1), five (5)-year Optional Ordering Period, with the possibility of an award term extension for up to two (2) years.
