- REQUEST FOR INFORMATION Software Enterprise Modeling Tool (SEMT) This Request for Information (RFI) is for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet VA's requirements for a Software Enterprise Modeling Tool (SEMT). You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Department of Veterans Affairs (VA) is seeking an SEMT to avoid implementing IT changes that disrupt existing system capabilities and more rapidly identify the causes of problems when they occur in order to continue improving service delivery. The White Paper describing the requirements for this effort is attached. It is requested that the vendor respond to the following (as well as the questions detailed in the White Paper): a.Provide a detailed summary of your technical approach to meet the requirements detailed in the White Paper. b.Has the White Paper provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES _______ NO (if No, answer question c) c.If "NO", please provide your technical and functional comments/recommendations on elements of the White Paper that may contribute to a more accurate, cost efficient solution? Please submit responses no later than 5:00pm EST on May 2, 2014, via e-mail to mark.mezger@va.gov.
