- To facilitate open communication with industry, ACC-RI is offering individual firm feedback meetings regarding K-BOSSS 2.0 on May 9th and May 10th, 2014 (Industry Days). Industry Days are exclusively for ACC-RI and individual firms. Although networking amongst Contractors is highly encouraged, there will be no facilities available on Camp Arifjan to facilitate Contractor to Contractor discussions. The purpose of Industry Days is to allow industry the opportunity to openly communicate with the United States Government (USG) by providing comments and feedback early enough in the procurement process for consideration during the final procurement strategy development. Ground Rules for Industry Days: 1)Request a meeting time only if your firm has meaningful feedback. The USG reserves the right to end the meeting if the participants do not adhere to acceptable topics. 2)Neither side shall make a presentation during the individual firm feedback meetings. 3)Recording devices are not permitted. 4)No additional information will be provided by the USG that has not already been published or presented. 5)There is no guarantee the USG will implement or react to the concerns, comments or ideas presented at the individual firm feedback meetings. 6)The individual firm feedback meetings are not question and answer sessions. The USG will not be able to provide additional information or immediately answer questions. However, any questions will be taken and answered through publication on FBO at a future date. 7)There will be no negative ramifications for any firm choosing not to participate in Industry Days. No listing of attendees will be published. 8)Firms must be flexible with their schedules on Friday and Saturday. A final pick up time will be provided to each interested firm by close of business Wednesday, May 7th, 2014. 9)Individual firm feedback meetings will be limited to 45 minutes in length. Acceptable Topics for One-on-One Communications with Industry: Any information about K-BOSSS 2.0 which has already been made accessible to the public or is otherwise being made available to all potential offerors Any lessons learned from historical information about prior contracts that is relevant to K-BOSSS 2.0 Information that describes the federal procurement process as defined in the Federal Acquisition Regulations (FAR), DFARS, AFARS or other published procurement policy documents Procurement specific information already published such as information contained in the PWS, Sources Sought, Draft RFP Unacceptable Topics for One-on-One Communications with Industry: Proprietary or confidential business information of contractor(s) or other business entities performing similar ongoing efforts Marketing pitches or contractor capability presentations Privacy Act protected information such as existing contractor employees' personal data Speculation on what the Government might be looking for in the proposals Different technical and management approaches Technical efficiencies Performance of Contractors providing similar requirements who could be potential competitors for the K-BOSSS solicitation, if finalized Due to the overwhelming number of industry participants interested in Industry Days, appointments for individual firm feedback meetings will be scheduled for both May 9th and 10th 2014 at Camp Arifjan. Correspondence will be sent out to each respondent to tentatively confirm a meeting date and time. If any firm is willing to participate in Industry Day individual firm feedback meetings at Army Contracting Command - Rock Island instead on May 14, 2014, please respond as soon as possible, but no later than Monday, April 28, 2014 noon CST. The controlling document for purposes of any potential proposal development will be the K-BOSSS 2.0 solicitation, W52P1J-14-R-0001, if finalized and formally issued. Information presented or discussed during these events will not be considered for evaluation purposes in the event a Request for Proposal is issued. This notice neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the USG to an ultimate acquisition approach. This announcement should not be construed as a commitment by the USG for any purpose.
