Description
Federal Business Opportunities Information Date: 25 April 2014 SOLICITATION NO. W9128F-14-R-0005 SMALL BUSINESS MULITIPLE AWARD TASK ORDER CONTRACT (MATOC) AND TASK ORDER 0001 - Missouri River Recovery, SWH Adaptive Management, Mid Decatur, & Hole In The Rock, Thurston & Burt Counties, Missouri River, Nebraska. On or about 12 May 2014, this office will issue a Request for Proposal (RFP) for a wide range of construction services including river work, dredging, habitat creation, stabilization, rock placement, and earth moving activities along the Missouri River from Fort Peck Dam, MT downstream to Kansas City, KS. This will be a Multiple Award Task Order Contract (MATOC) with up to five (5) Small Business (SB) awards with a shared capacity of $49,000,000. The minimum guarantee amount for the 5 year performance period is $10,000. Work completed under this contract lies within NAICS Code 237990, Other Heavy and Civil Engineering. The small business size standard for this NAICS Code is $33.5M. The solicitation will close on or about 11 June 2014. Performance and payment bonds will be required on a task order basis. This solicitation is RESTRICTED TO SMALL BUSINESS PARTICIPATION. As part of this solicitation, Task Order No. 0001 will be awarded to the Offeror deemed to be the best value. Task Order No. 0001 is Missouri River Recovery, SWH Adaptive Management, Mid Decatur, & Hole In The Rock, Thurston & Burt Counties, Missouri River, Nebraska Provisions in the solicitation documents will provide site visit information 'meeting place, time, points of contact, and access requirements'. Task Order No. 0001 Description: (Approx. quantities) The project consists of work in 2 locations in Thurston &Burt Counties, NE. At Hole in the Rock, this project calls for restoration of the backwater to its originally constructed configuration. Approximately 49,000 cy of material would be removed in order to re-establish approximately 8 acres of SWH. The project includes the removal of deposited sediment from the two, 300 feet long and 10 to 12 feet deep overwintering holes that were constructed as part of the original. These overwintering holes would be excavated to the same bottom width as the bed of the backwater in the location they are constructed. Also, some bank shaping may take place in order to restore the 2:1 landward slope and 10:1 riverward slope. At Middle Decatur, this project calls for the excavation of a channel that would restore connectivity to the Missouri River at this site. The excavation will be approximately 4,300 feet in length and would require the excavation of approximately 90,000 cy of material. The excavation channel would have a bottom width of 50 feet with 2:1 sideslopes. Additionally, the upper portion of the excavation (approximately 400') will require the removal of an existing riprap layer. The contractor will be required to remove this existing layer in full and reconstruct using salvaged and new stone at the new channel invert. The removal will require both the removal and re-installation of approximately 5000 tons of riprap. The estimated construction cost of Task Order No. 0001 is between $1,000,000 and $2,500,000. For Task Order No. 0001, the Contractor will be required to commence work within 10 days after notice to proceed and complete the work (for Task Order 0001) 365 calendar days after receipt of Notice to Proceed. Performance and payment bonds will be required. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete.
