Description

The Department of Veteran's, Wilmington VA Medical Center (WVAMC), Contracting Department intends to award a brand name sole source, firm fixed price contract with Hill-Rom Inc., located at 1069 State Rte 46E Batesville, IN 47006-9167, for the expansion of the Hill-Rom Nurse Call system within the WVAMC. The applicable NAICS code for this procurement is 339113. The statutory authority permitting other than full and open competition is 41 U.S.C. 253 (c)(1), as implemented by Federal Acquisition Regulation (FAR) subpart 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The described Nurse Call System is currently in use at the WVAMC and only Hill-Rom can fulfill the requirement. Hill-Rom has one reseller, Four Points Technology, and the company expressed interest in providing a brand name quote. It is anticipated that the manufacturer and the reseller will provide pricing quotes. No other company is expected to respond to the brand name requirement since Hill-Rom, Inc. is the sole proprietary manufacturer. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. All information shall be furnished at no cost or obligation to the Government. This notice of intent is not a request for quotations. No solicitation will be made available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Officer, April.Stanch@va.gov no later than May 1, 2014, 3pm EST. No telephone responses will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no responses are received, WVAMC Contracting Department will proceed with a brand name sole source procurement to Hill-Rom, Inc.
