- The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Anite Telecoms of Schaumburg, Illinois for the purchase of a Propsim channel emulator under other than full and open competition by the authority of FAR subpart 13.106(1)(b). NIST has a requirement for an Anite Propsim F32 channel emulator to serve as a direct replacement of its existing Propsim F8 MIMO radio frequency channel emulator. Within the scope of ANTD's spectrum sharing program, ANTD's requirements have changed to include larger test configurations consisting of 11 fully connected nodes or 8 smaller networks of 4X4 nodes. Therefore, it is now necessary to upgrade the unit that ANTD currently owns (EB Demo Unit Propsim F8 MIMO Radio Frequency Channel Emulator) to the Anite unit Propsim F32 channel emulator with 16 independent AWGN channels. NIST has invested 1.5 years in training its ANTD personnel, extending the models in the emulator's library, and in developing modules and plug ins for use with its existing Anite channel emulator within the wireless programmable testbed. These NIST-developed models, modules, and plug ins would be unusable with a channel emulator from any other manufacturer. The financial cost of retraining the ANTD personnel and developing an entirely new set of modular plug ins for a channel emulator from another manufacturer would be significant, and would not be recovered through competition. Anite is the only contractor that can provide the required Propsim F32 channel emulator. The technology is proprietary, and there are no authorized distributors. Therefore, Anite is uniquely qualified to provide the Propsim F32 channel emulator. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. This requirement is expected to be awarded in August, 2014. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 3:00 p.m. (EST) on May 9, 2014. Inquiries will only be accepted via email to paula.wilkison@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
