Description
SOURCES SOUGHT Computerized Environmental Control Systems at Mount Rushmore National Memorial, Keystone, SD This Sources Sought for the National Park Service (NPS), Mount Rushmore National Monument (MORU), is for the purpose of conducting market research to determine interest and capability in upgrading the existing HVAC/Electrical control system. This announcement is not a solicitation for proposals, nor are proposals accepted at this time. Any solicitation that may be issued will be posted on FedConnect (www.FedConnect.net) and Federal Business Opportunities (www.fbo.gov). Any cost associated with providing a response to this sources sought, shall be the responsibility of the firm. The Contracting Officer shall use the information received to aid in determining an acquisition strategy. All interested firms must respond to future solicitation announcements separately from responses to this market survey/sources sought. Project Description: Update the existing HVAC/Electrical controls system for various Park buildings with new, web-based panels and software which would reside on the Park Services internal network. The new software should be both WEB based and client/server based and able to interface with existing control panels seamlessly with no added black box devices or third party devices. It should also support the current industry standard protocols like MODBUS, BacNet, LonWorks, ect., as well as future industry standards. The new software should allow multiple users on any networked computers to monitor and manipulate set points for the control system. The web portion of the software should at a minimum support monitoring and alarm notification. The software should support unique user accounts and passwords, preferably through Microsoft Active Domain user accounts, and be granular enough to place different restrictions on different users. The software should also support the use of IPv4 and IPv6 protocols. The software should support redundancy, so in the event of a server/workstation loss another server/workstation can continue monitoring all devices. Any changes within the software should be replicated seamlessly to the redundant server/workstation. The software should support internal scripting if the need arises for more complex tasks as well as the ability to export data to external text files, databases, ect. Park personnel should have the capability to access the system from outside of the Park Service network through VPN access. Vendor support can be onsite or through the WEB using products authorized by the NPS like Webex, GoToMeeting, ect. In addition the Park requires the following; Installation of Variable Speed Frequency Drives to control air handlers with WEB based software. Upgrade/replace space sensors controlling environmental temperatures. Replace existing Pneumatic valves with DC Controlled valve/actuators. Verification of all control sequences of controlled devices. Air Balance Law Enforcement Wing and Visitor Center. Check and adjust all occupied and unoccupied times of air handling units. Night/Day and Weekend setbacks. Put in place an outdoor air reset schedule for control of the boiler hot water supply temperature and damper positions of air handlers. WEB based software shall control lighting circuits, currently controlled by time clocks, with existing control panels where applicable. Add controls or monitor existing controls at the water plant which would allow remote monitoring and manipulation of system. The anticipated North American Industrial Classification System (NAICS) code is 334512, Computerized Environmental Control Systems for Buildings and the associated small business size standard is 500 employees.
