- Marginalized Populations Support Activity Synopsis - Sources Sought ONLY A.This is a Sources Sought Notice only. It shall not be construed as an obligation on the part of the U.S. Agency for International Development (USAID). The purpose of this notice is to determine the availability and capability of qualified local Bosnia-Herzegovina (BiH) organizations and to gain knowledge of industry interest. B. Local BiH company means a corporation, a nonprofit organization, or another body of persons that - (1) is legally organized under the laws of; (2) has as its principal place of business or operations in; and (3) and is-- (A) majority owned by individuals who are citizens or lawful permanent residents of; and (B) managed by a governing body the majority of whom are citizens or lawful permanent residents of BiH. 1.Objectives USAID is requesting expressions of interest from organizations having the requisite skills to take part in the planned Marginalized Populations Support Program (MPSP) in BiH estimated to be $5 million over three years. The program objective is to respond to changing socio-political situation of marginalized populations. The first component, of two, will build programmatic and financial management capacity of local organizations, institutions, and USAID government partners promoting the rights and addressing the needs of marginalized populations. The second component provides funds and specific project-focused funding opportunities to local organizations advocating for the rights and dignity of underrepresented groups. The following is an illustrative plan of activities during the first year of the contract. Component 1: Organizational; Human and Organizational Capacity Development The contractor, with USAID, will develop/modify a tool for organizational capacity assessments (OCA) of local organizations. This OCA tool will establish strengthening needs of the organization and baselines and markers for progress related to capacity building. OCAs assess technical capacity in at least seven domains, including: 1) governance, 2) administration, 3) human resources, 4) financial management, 5) organizational management, 6) program management, and 7) project performance management. Ethical Standards and Anti-corruption. The contractor will implement and maintain an anti-corruption system to which USAID partners will adhere. The system will be available for anonymous public reporting of ethical and legal violations/questions of USAID partners. Component 2. Grants Award and Management The Contractor will award and manage between 10 - 15 different types of grants annually to local organizations, i.e., - unsolicited, topic specific, and directed grants. Logistical Support USAID provides assistance to promote the dignity and welfare of marginalized groups. The contractor shall provide logistical support for such assistance through purchasing, delivery, transport, return, and other related matters. Performance Management: The contractor, using USAID M&E procedures, will work closely with USAID's M & E Evaluation Specialist, Project Teams, and awardees, developing indicators and ensuring proper collection and reporting of data. 2.Submittal Information Local interested parties, ("local" defined in Para. B above) will demonstrate a strong track record, and will display evidence, clearly indicating their ability to: -assess and identify capacity-building needs of NGOs; -build the capacity of local NGOs in an array of areas; -manage funds from multiple donor agencies; -manage, administer, and monitor small grants; -financially and organizationally manage a contract with USAID worth $5million. Interested organizations, believing they are capable of providing this type of service, should submit a capabilities statement of no more than three (3) pages detailing relevant experience performing the work described above. This statement of capabilities must include: •The products or services you are offering (Core Competency) •Your experience in the areas described under Section 1.
