Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is F2VUJU4101AA3. This acquisition is 100% set aside for small businesses.The 6th Contracting Squadron, MacDill AFB, Florida, requires the following Hotel room rental for students attending the TSOC Staff Preparation Course at JSOU, Special Operations Command, Tampa, FL. The government is seeking Hotels located within the Downtown Tampa and/or the Westshore area, Tampa, FL. DESCRIPTION OF REQUIREMENT: CLIN 0001 - (22 each) Standard room nights -- Standard rooms to be paid for by SOCOM for TSOC attendees. PERIOD OF PERFORMANCE: 3 May - 24 May 2014 PROVISIONS/CLAUSES:. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 effective 30 Jan 2014 and DFAR DPN 20140421 and AFFARS AFAC 2014-0421. The North American Industry Classification System code (NAICS) is 721110, with a Small Business Size Standard of $30 Million. A firm fixed price contract will be awarded. All interested parties must bid on all items. Award will be made to the lowest priced technically acceptable offeror. If multiple offerors provide the same total lowest price, a winner will be chosen randomly out of a hat. Offerors should not exceed per diem. As prescribed in 5301-9103, insert the following clause: OMBUDSMAN (NOV 2012) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
