Description
14RJQ30_syn This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center Crane has a requirement for a minimum of 1/ea and a projected quantity of 43/ea Night Target System Upgrades (NTSU) and associated line items such as: engineering services, repairs, training travel, and provision item order (PIO) spares with a projected maximum total contract value of $43,200,000. The ordering period is five years from the effective date of the contract. The Navy intends to award a five (5) year, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract on a sole-source basis IAW the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 to Kollsman Inc. 220 Daniel Webster Hwy, Merrimack, NH 03054-4837. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the system. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The solicitation will be published to the Government Point of Entry (this website, and those listed below) on or about May 30, 2014, and proposal(s) will be due by no later than 2:00 PM (EST) June 30, 2014. The delivery shall be FOB destination, NSWC-Crane, 300 Highway 362, Crane, IN 47522-5001. An initial delivery of one (1) unit will be required within 365 days of award. Additional delivery dates will be specified in individual delivery orders but anticipated to be two (2) units every 30 days. Interested parties can download the solicitation from the website listed above. No hard copies of the solicitation will be mailed. Reference the above solicitation number when responding to this notice. Contractors must be registered with the Central Contractor Registration database and in the Joint Certification Program (JCP) in order to receive attachments. Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-866-606-8220 or via the Internet at https://www.bpn.gov/ccr/contractors.aspx. Information about JCP is located at https://www.dlis.dla.mil. RFPs are in portable document format (PDF). Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. The attachments will be posted to FBO at the same time the solicitation is posted. All changes to the requirement that occur prior to the closing date will be posted to FBO. It is the responsibility of interested vendors to monitor FBO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
