- The Fleet Logistics Center (FLC), Norfolk, Contracting Department, Philadelphia Division intends to acquire Private Branch Exchange (PBX) and Voice Systems Maintenance Services in support of Walter Reed National Military Medical Center (WRNMMC), Bethesda, Maryland and its remote sites under the Department of Defense Joint Medical Facilities in the National Capital Area (NCA)/National Capital Region (NCR), with the majority of services required at Walter Reed National Military Medical Center (WRNMMC), Bethesda, Maryland. WRNMMC s Telecommunications System consists of an Avaya (Nortel) Communication Server 1000M Multi-Group System (CS1000M MG). The WRNMMC Telecommunications System is critical for the delivery of Patient Care and other vital services to the Command. The system must be operational at minimum or above 99.999% reliability. WRNMMC occupies an estimated 242 acre facility with multiple buildings tying into the Command s Main Distribution Frame (MDF). The Contractor is required to have valid, up-to-date, and current Avaya (Nortel) certifications as an organization for all the Avaya (Nortel) systems and applications used by WRNMMC and must be an Avaya Platinum Partner. Recognition by Avaya as a Services Partner of the Year will be considered a factor for award. It is the Government s intention to solicit for this requirement on a full and open, unrestricted basis. The type of contract anticipated is a Non-Personal Services Single Award Firm-Fixed Price contract. FLC s intent is to issue a Single Award Firm-Fixed Price contract in accordance with FAR 12 (Acquisition of Commercial Items and FAR 15 (Contracting by Negotiation) procedures. The period of performance is from 01 October 2014 through 30 September 2015 with four one-year option periods ending 30 September 2019 if all options are exercised. A 30 day start-up time for the follow-on will be in place. The follow-on contract will be awarded by 31 August 2014. The solicitation number N00189-14-R-Z040 will be made available electronically upon its release to www.neco.navy.mil. The applicable North American Industry Classification System (NAICS) Code and Size Standard is 517919, All Other Telecommunications, Size Standard $30,000,000.00, respectively. Interested parties are responsible for monitoring the abovementioned website for posting of the solicitation and any amendments issued thereto. The solicitation will include the FAR Clause entitled Option to Extend the Term of the Contract (52.217-9) and Option to Extend Services (52.217-8). In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that the exercise of the option(s) is the most advantageous method of fulfilling the Government s requirement, price and other factors considered.
