PARKING SPACES: 38 Inside Secure Parking Spaces Magnitude of Project: Between $80,000,000 and $100,000,000 SMALL BUSINESS SET ASIDE: None Continuing a legacy of outstanding public architecture that was initiated with the founding of the nation, the General Services Administration (GSA) Public Buildings Service (PBS) seeks to commission our nation’s most talented architects, landscape architects, interior designers, engineers, and construction professionals to design and construct federal buildings of outstanding quality and value. These projects are to demonstrate the value of true integrated design that balances aesthetics, cost, constructability, durability, and reliability; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values. In this context, GSA announces an opportunity for Design and Construction Excellence in public architecture for performance of Architectural-Engineering Design and Construction services in accordance with GSA quality standards and requirements. As required by law, all facilities will meet Federal energy goals, security requirements, and achieve at least a LEED Gold certification. The General Services Administration (GSA) intends to issue a Request for Qualifications (RFQ) for a negotiated Design-Build (DB) construction contract for the new United States Courthouse and related space and the renovation of the existing John Campbell Courthouse. The facility includes 38 controlled-access, non-public parking spaces inside the completed structure. The newly constructed courthouse will be located on GSA owned property, on a site in downtown Mobile, Alabama. The total space requirement consists of approximately 155,000 gross square feet for the new Courthouse and renovation of the existing 115,000 gross square foot John Campbell courthouse. The estimated total design/build cost is between $80,000,000 and $100,000,000. The scope of required Design/Build Services may include, but not be limited to, the following: design/construction documents and construction work, which consists of providing all labor, equipment, and materials for a complete build-out of the new Federal Courthouse and renovation of the John Campbell courthouse. The selection process will utilize the Best Value Tradeoff process as stipulated within the Federal Acquisition Regulation (FAR) Part 15 and the Two-Phase Design-Build Selection Procedures in Subpart 36.3 of the FAR. This project is an opportunity in Design and Construction Excellence that must integrate the new building into the fabric of the surrounding community and create a new Federal landmark in the heart of Mobile that represents the dignity of the U.S. Government. The courthouse must express solemnity, integrity, rigor and fairness. The selection process will include two phases: Phase I, the Request for Qualifications (RFQ) leading to selecting a short list of between 3 and 5 Design-Build Offerors who will be invited to participate in: Phase II, the comprehensive Request for Proposal (RFP) competition and selection of the design/build offeror. All work will be performed in accordance with GSA authorized and approved standards. In consideration for the preparation of the Phase II proposal, GSA will pay a stipend to the non-selected offerors meeting the minimum Phase II requirements. This negotiated procurement will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business subcontracting plan in accordance with FAR 19.7, as part of its phase II proposal. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102 and 22.1103), which currently have active, properly staffed offices within the continental United States (including subcontractors).
