- The United States Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Garrison (USAG) has a requirement to replace three cooling towers on the roof of a building at Fort Detrick, MD. The solicitation will be a Request for Proposal (RFP), which requires vendors to submit a written response that details how the vendor will complete the project as outlined in the specifications. Vendors are required to submit a written response that conforms to the requirements of the solicitation by the closing/response date. The work associated with this project includes: a)Removal of three existing roof mounted cooling towers. b)Removal/replacement of pumps and piping. c)Replace/modify/all related electrical/controls systems as required. d)Proper commissioning of all new/modified mechanical & electrical systems. e)Removal & disposal of all replaced equipment & appurtenances. f)Cleanup and closeout tasks. g)Any other stipulations required to perform & complete required work, including referencing specification sections. This requirement is a 100% Woman-Owned Small Business (WOSB) set-aside for offerors operating under NAICS code 238220, with a size standard of $14.0 million. WOSB status will be verified via the Small Business Administration. Proposals received from concerns that do not qualify as a WOSB shall be considered nonresponsive and shall be rejected. However, before rejecting a proposal otherwise eligible for award because of questions concerning the small business size representation associated with the above NAICS code, an SBA determination shall be obtained. Solicitation number W81XWH-14-R-0031 is anticipated for release to the vendor community on or about 29 April 2014 and proposals will be due on or about 30 May 2014. The magnitude of the requirement is between $500,000 and $1,000,000. A site visit will be held. The date of the site visit will be stated in the solicitation. While not mandatory, vendors are advised to notify the Contract Specialist via email of their intent to attend the site visit. Questions will be addressed at the site visit as well as responded to in writing and posted as an amendment to the solicitation. Questions must be submitted electronically to the Contract Specialist NLT three (3) business days after the site visit. No hard copies of the solicitation will be issued by this contracting office. The competitive solicitation, solicitation amendments and all questions and answers relating to this procurement shall be made available via the Internet at https://acquisition.army.mil/asfi/default.cfm or https://www.fbo.gov/. Potential offers are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. To be eligible for an award, offerors MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/. Telephone requests will not be honored and bidder lists will not be maintained. Potential offerors are required to direct all questions via email to toloria.s.duvall.civ@mail.mil.
