Description

The James H. Quillen VA Medical Center in Mountain Home, Tennessee has a requirement for a construction contractor to provide all labor, materials, tools, equipment, transportation, and qualified supervision necessary to construct a Second Floor Addition deck area and renovations on top of existing CLC at the J.H. Quillen, VAMC, Mountain Home, TN to function as office and commons space for the Community Living Center. The CLC Building was not designed to accommodate vertical expansion, and is not structurally adequate for this addition without significant structural modification. Required structural modification is included in the Base Bid. The required work shall include required demolition of existing building components, relocation of various appurtenances in the footprint of the vertical expansion, construction of new space, a new enclosed stair, installation of all building components and finishes. Work shall be planned and conducted in a manner which will minimize disruption to functionality of the CLC and will be conducted adjacent to and above the spaces that remain in use by the CLC. The contractor shall conduct heavy lifting work and elevated noise work at times which will result in minimal impact to the CLC and all adjacent functions. Work includes general construction, alterations, mechanical, plumbing, and electrical work, utility systems, and selective demolition of existing construction. Upon receipt of award of this contract, the contractor shall diligently prosecute the work in accordance with plans, specifications, manufacturer's procedures and COR guidance. The work shall be completed in accordance with the approved schedule. All work, including final cleanup and completion of all punch list items (if any) shall be performed within four hundred eighty-five (485) calendar days from receipt of the Notice to Proceed. NAICS code 236220 is applicable to this requirement. The Small Business size standard is $33.5M. The estimated construction price range is between $1M and $5M dollars. This requirement is a 100% set-aside for Service Disabled Veteran Owned Small Business Concern under the authority of 38 U.S.C sec 8127 (d). Offeror/Bidder must be listed and viewable in the Vendor Information Pages in order to be eligible for award. The Vendor Information Pages will be checked upon receipt of all offers, as well as prior to award. The solicitation will be available for download on or before May 19, 2014.
