- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> SUBJECT: American National Standards Institute (ANSI) MEMBERSHIP SOLICITATION NUMBER: NB601000-14-02460 RESPONSE DATE: May 12, 2014 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Don Graham-, Contracting Officer, 301-975-8567 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with American National Standards Institute (ANSI) for the purchase of memberships. Under other than full and open competition by the authority of FAR 13.106(b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements: A sole source determination is based on the following: Only American National Standards Institute (ANSI) can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: Only ANSI is designated to serve as the single coordinator of documentary standards in the United States. Additionally, only ANSI can provide direct access to the International Organization of Standards (ISO) which would allow NIST access to that international standards body. The membership to ANSI and its technical advisory groups allows NIST to make progress toward key Institute objectives cost-effectively and efficiently, leveraging private sector resources. Under the National Technology Transfer and Advancement Act these objectives are to reduce duplicate efforts in standard development and related programs. This effort will help identify duplicative and redundant efforts thus saving the private and public sectors time and money. There are no other re-sellers. The North American Industry Classification System (NAICS) code for this acquisition is 541611, and the size standard is $14.0 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on May 12, 2014. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
