Description
Department of Veterans Affairs Denver Acquisition and Logistics Center Sources Sought Synopsis Project: The purpose of this Request for Information (RFI) is to identify qualified contractors capable of providing online training designed to build the skills of personnel responsible for the maintenance and preservation of historic properties, compliance with laws regarding historic preservation of federal buildings, compliance with National Historic Preservation Act sections 106, 110, 111, and 112. Audience will include program managers, facility directors, and facility chiefs. Answers provided by prospective vendors will provide assistance for the VA FM School to define requirements in accordance with best commercial practices. Background: The Denver Acquisition and Logistics Center (DALC) is conducting market research and seeking information from all interested vendors regarding the development of online training to ensure compliance with National Historic Preservation Act sections 106, 110, 111, and 112. We envision the training to be open content, multiple format, enterprise-wide, multiple module, blended modality, and support materials (workbooks, handbooks, manuals) available for publishing on the Veterans Affairs Acquisition Academy's Learning Management System. Vendor shall provide course content in a course cartridge that conforms to SCORM for self-paced courses and for asynchronous facilitated courses shall be in Blackboard or common cartridge format. The VA may utilize the responses to this Sources Sought to conduct additional market research. It is possible that the VA will invite respondents to attend an in-person question and answer meeting with VAAA Facility Management School (FMS) officials. The information gathered will assist FMS to develop a complete requirement. Information obtained from this RFI and the subsequent meetings with the vendors, if any, to assist the VA in developing a formal Request for Proposal (RFP) or Request for Quote (RFQ). Vendors should also provide supporting documentation that describes past projects that are similar in scope. Information Requested: The Government is requesting that all interested vendors provide information regarding their capability to develop of online training to ensure compliance with National Historic Preservation Act sections 106, 110, 111, and 112 specifically designed for VA workforce personnel. Specific Questions to Identify Prospective Contractors: All questions listed below must be answered completely. 1.What is your organization's experience in developing online training courses and/or curriculum for the Federal Government? Specifically, what is your organization's experience in developing and implementing online curriculum and/or courses for specific content an emphasis on the National Historic Preservation Act? 2.For 1 above, what are the typical deliverables for such a curriculum development? 3.What are the typical labor categories involved in the tasks described in 1 and 2 above and what is the experience level required for each category? 4. Respondents Qualifications a. Respondents should have at least three (3) years experience in providing these services. b. Respondents should indicate what relevant certifications and professional experience in curriculum and/or course development and implementing. Responses: Responses should be single-spaced, 12 point-font, with numbered pages and should not exceed 20 pages in length, including cover page, appendices, tables and figures. Responses should use the following subject heading: "VA Federal Supply Schedule Facilities Management National Historic Preservation Act." Electronic submissions shall be in either Microsoft Word or Adobe PDF format. Submissions must be properly marked. Dates: Responses must be submitted to the Department of Veterans Affairs, Denver Acquisition and Logistics Center, on or before 12PM (noon) Mountain Time on May 12, 2014. Vendors shall identify any proprietary information in their responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the Government as a result of this RFI will be at the discretion of the Government. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The Government is not obligated to provide comments to vendor submissions. The Government will not pay for information solicited and will not recognize or reimburse any costs associated with any RFI submission. Therefore, the Government recommends vendors submit electronic versions of, or web links to, previously prepared presentations, documentation, white papers, and other relevant information. VA does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for information solicited. The term "vendor" refers to those members of industry providing a response to this Sources Sought.
