- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) 3.2.2.4 Single Source Selection Procurement Process, the purpose of this announcement is to inform industry of the FAA ™s intent to contract with a selected firm using single source procedures. The FAA proposes to award a single source contract to Bombardier Aerospace Service Center located in Tucson, AZ. The Federal Aviation Administration (FAA) has a requirement for 10 Year Inspection Requirements to be performed on its Bombardier Aerospace Global 5000, S/N 9160, N47 aircraft located at the Atlantic City International Airport, New Jersey. The Bombardier Aerospace Global 5000, S/N 9160, N47 aircraft is approaching the Ten Year inspection requirements (September 2, 2015) as presented in Bombardier Aerospace Document œGlobal 5000-Model BD-700-1A11, Time Limits /Maintenance Checks. The FAA WJHTC-FPB requires specific maintenance and inspection tasks associated with the Ten Year inspection which incorporates the œ250 & 500 hour, 15-30-60-120 & 180 Month requirements. The Nose Landing Gear and the Left and Right Main Landing Gear 120 month inspection will require removal from the aircraft, packing, crating and shipping to the manufacturer, Messier-Dowty, for the inspection/overhaul and any rework, painting or service bulletin requirements. Due to the low time and landings associated with the original serial numbered landing gear, the FAA will not use the exchange program. The Tucson facility will ensure return of our original landing gear assemblies. The reinstallation of the landing gear in the aircraft upon its return to the contractor ™s FAA Certified Repair Station facility and all operational checks are to also be completed. The scheduled start date of the work will be mutually agreed upon between the FAA and the Contractor after notice of aircraft availability and delivery on or about September 2, 2015. The completion date of the work will be the number of days after the start date as defined in the contractors ™ proposal, but not to exceed Seventy (70) calendar days from date of delivery. This procurement will be conducted under the guidelines of the FAA Acquisition Management System (AMS) authority for planned single source Section 3.2.2.4: Single Source Selection Procurement Process. Bombardier ™s Tucson Service Center is uniquely adapted for this Ten Year Inspection. Due to the complexity of this inspection, the entire Nose Landing Gear and Left and Right Main Landing Gear assemblies will need to be removed from the aircraft and overhauled at the manufacturer ™s facility. The removal, packing, shipping, and reinstallation of the landing gear will be performed at the Tucson Service Center; however, the actual inspection/overhaul of the landing gear will be accomplished at the manufacturer ™s Messier-Dowty facility. Tucson ™s unique partnership with Messier-Dowty permits them to perform this portion of the inspection, with a three year warranty, while the Tucson facility continues with the remainder of the aircraft inspection requirements. All of this work will be accomplished within the 70 calendar day inspection period at the Tucson facility once the aircraft is delivered. The Tucson facility will support our need to complete the inspection by mid-December 2015, ensuring that our customer ™s projected requirements will be met. At present, this aircraft has project flights scheduled for January 2016. Bombardier has assured the Flight Program Branch that the completion of the 10 Year required inspection will be on schedule, thus ensuring the aircraft will be operational at the Technical Center in mid-December 2015. The return is critical to preparing the aircraft and crews for the January 2016 projected flights. In addition, the Tucson Service Center has their œSmart Parts Plus © inventory on site (OEM parts with 2 year warranty on parts and labor) along with a specialized tooling facility, core engineering, access to Honeywell staff in Phoenix, and an on-site warranty adjudication, if required. Having these facilities on-site and access to key maintenance specialists will reduce down time and meet our 2015-2016 schedule. All of these factors are critical in having the aircraft inspection completed and returned to our Technical Center facility for modification and currency flights in December 2015, and project flights already on the schedule for January 2016. There is currently no other vendor capable of meeting this requirement within the needed timeframe. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm ™s capabilities and experience in providing the required work as outlined in the attached Statement of Work (SOW) and the FAA will evaluate accordingly. Notice: Funds are not presently available for this requirement. The Government ™s obligation under this requirement is contingent upon the availability of appropriated funds from which payment can be made.
