Description
38 CONS/LGCC intends to issue a solicitation for essential capabilities to provide support to the 33 NWS in conducting its mission of Defensive Cyber Operations (DCO) for the Air Force (AF) and supported unified commands and their combatant commanders. The DCO mission consists of multi-faceted roles, responsibilities, and tasks within the overarching functional areas of cyber defense, network security, network operations, information protection and mission assurance. This contract supports the 33 NWS's 24 hours a day/seven days a week/365 days a year (24/7/365) mission to maintain current operations. Additionally, the 33 NWS expects the contractor to leverage every opportunity to identify/suggest improvements to existing AF DCO processes, operating procedures, training, systems and applications over the traditional and current operations across all functional areas. This includes support for existing systems (including training and new installations), development of new system functionality, and full system integration. This proposed contract is set aside for 8(a) certified vendors. The North American Industry Classification System (NAICS) code proposed for the requirement is 541512. The size standard for NAICS 541512 is $25.5 million. This contract will be one firm-fixed-price performance-based service contract to include a one-year base period and five 1-year option periods. The services will be performed primarily at Lackland AFB, TX but also at 33 NWS' Continuity of Operations (COOP). Award will be made using Tradeoff - Price Performance Tradeoff (PPT) Source Selection procedures, with technical proposals, in accordance with FAR Part 15. A solicitation will be electronically posted on or about 9 Apr 14. All notices and any/all amendments will be posted and available for viewing on this site (www.fbo.gov). It is the responsibility of interested parties to review this site frequently for the posting of any updates/amendments to the solicitation. No telephone calls or written requests for this solicitation package will be accepted. All questions or comments should be directed electronically to the POCs listed above; no other format will be considered or accepted. All information pertaining to this acquisition, including technical questions and answers shall be provided to the Contracting Officer ONLY to ensure equal distribution of information to interested parties. All prospective offerors interested in submitting proposals must have a Commercial and Government Entity (CAGE) code and must be registered in the System for Award Management ( www.SAM.gov). Additionally, all offerors must complete the registration package on the Federal Business Opportunities website, which places them on the solicitation source list. An AFSPC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman, concerned parties should first address their concerns, issues, disagreements, and recommendations to the Contracting Officer for resolution. In addition, AFFARS Clause 5352-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
