Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for a construction project for Repairs to the North Jetty, Newburyport Harbor, Salisbury, Massachusetts, to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. The project is planned to be issued on or about September/October 2014. Work is expected to begin on or about January 2015 and all work, including site restoration, must be completed by September 2015. The estimated construction cost is between $5,000,000 and $10,000,000. The U.S. Army Corps of Engineers will be issuing an Invitation for Bid for Repairs to the North Jetty. The proposed work consists of maintenance repair of the 3,000-foot-long jetty. Approximately 25,000 tons of 1 to 12 ton armor stone will be required. Crest width is 15 feet. Crest elevation at the most seaward end is +12 feet mean lower low water (mllw) and at the most landward end is +19 feet mllw. Side slopes are 1 vertical:1 horizontal on the river side and 2 horizontal:1 vertical on the ocean side. The work includes replacing displaced core and armor stone to fill in existing gaps in the jetty. Repairs will require substantial moving and rehandling of existing stones to obtain the required interlocking placement. About 6 days per month during the construction window seas can be expected to be in excess of 8 feet in the river mouth. Equipment and stone delivery and access to the jetty may be performed from land, water, or a combination. It is expected that there will be no seasonal constraints on the work. If access by land, the expected storage/staging area for the stone, equipment, and trailer will be on property owned by the State Department of Conservation and Recreation (DCR) - including the paved parking lot, at the southern end of State Reservation Road in Salisbury. There may be restrictions on truck load limits and daily truck deliveries. The parking lot, vegetation, and other site features which may be damaged will be restored to their pre-construction condition. Interested firms should submit a capabilities package to include the following: business classification (i.e. small business) as well as demonstrating qualifications and experience with performing at least two-three projects involving construction/repair of similar massive stone structures such as seawalls, stone breakwaters, and jetties. Responses should include experience of Foreman and Crane Operators working on massive stone structures. Project examples have to been performed in the last five years. Please indicate your team subcontractors that will be used to support your effort and include their prior experience and qualifications. Proof of bonding capability is required. Responses are limited to twenty pages. Responses are due May 21, 2014. Responses should be emailed to Susan Dunnagan at susan.k.dunnagan@usace.army.mil. The Government will not pay for any material provided in response to this market survey nor return the data provided. This is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
