Description
The Bureau of Land Management (BLM) Utah State Office located at 440 West 200 South, Suite 500 Salt Lake City, Utah 84101-1345 seeks contractors for the periodic rental of earth moving equipment and miscellaneous construction equipment throughout the State of Utah. The contractors will be holders of Blanket Purchase Agreements (BPAs) with BLM Utah. The BPAs will be made in accordance with Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The BPAs will be of five years duration. The BPAs will receive a yearly review at which time BPA holders may update their prices. The BPA holders may be large businesses because market research has shown that companies that are capable of meeting this requirement are large businesses. In the event that there is a small business BPA holder that can meet a particular requirement at a particular time in a particular location, the small business BPA holder will be given the small business preference. The BPA holder(s) must have the equipment inside the State Lines of Utah. That is because transporting the equipment from outside the State Lines of Utah would be cost prohibitive. The equipment rented inside the State Lines of Utah will be used inside Utah and in neighboring States in the areas immediately adjacent to Utah ex the Arizona Strip. Several BPAs are contemplated to obtain service throughout the State of Utah and the immediate adjacent areas of neighboring States and to obtain the best price(s) at those location(s). An order (BPA Call) will be placed to the BPA holder who has the required equipment closest to the job site at the best price. A copy of the language that will be in the BPA is available by emailing Contracting Officer Pete Smolinski at psmolins@blm.gov. It is encouraged that interested contractors consider obtaining a copy of this because it contains details such as invoicing procedures. All contractors wishing to do business with the federal government must have a current and active entry in the SAM computer system and not be excluded from federal contracting. All questions concerning this procurement are to be directed to Contracting Officer Pete Smolinski at psmolins@blm.gov / (602) 906-5563. Quotes will only be accepted by email to Contracting Officer Pete Smolinski at psmolins@blm.gov. The method of quoting will be for the interested contractor to email Contracting Officer Pete Smolinski at psmolins@blm.gov with their notice of interest and their DUNS number. Contracting Officer Pete Smolinski will then email the interested contractor a spreadsheet for the contractor to complete and return. The spreadsheet will contain entries for the types of equipment the BLM Utah desires to rent and the contractor will complete the details. One example would be an entry for bulldozers which the contractor would complete by specifying the various makes and models of bulldozers they offer along with the rental rates for hourly, daily, weekly and monthly use by the BLM Utah and any associated charges such as an environmental assessment.
