Description

This combined synopsis/solicitation VA256-14-Q-0818 is for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This notice constitutes the only solicitation; a quote is being requested and a written solicitation is attached. A quotation in response to this notice must be received not later than 12:00PM CDT, May 01, 2014. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. This procurement is Set Aside 100% for Small Business. The applicable North American Industry Classification System Code (NAICS) is 454310 with a size standard of 50 employees to this solicitation. Offerors shall state their business size on their quote. The VHA NCO 16 - 635 Oklahoma City, OK requires the following items: CLIN 0001 Diesel Fuel 15,000 Gallons CLIN 0002 Fuel Additive 15,000 Gallons The Contractor shall deliver 15,000 gallons of diesel fuel with additives for the purpose of fueling two (2) newly installed 1000 KW CAT generators. The fuel will be delivered and pumped into an above ground fuel tank located at the Oklahoma City VA Medical Center, 921 NE 13th Street, Oklahoma City, OK 73104. Delivery shall be Free on Board (FOB) Destination CONUS (Continental U.S.) within 7 days of award. FOB Destination means that the seller must deliver the goods on its conveyance at the destination specified by the buyer and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The Government intends to award a firm fixed price purchase order. Offerors shall submit quotes on Solicitation VA256-14-Q-0818 which accompanies this notice. Paper copies of this solicitation will not be issued and telephone requests or fax requests for the solicitation will not be accepted. All offerors must be registered in the System for Award Management (SAM) prior to award. Offerors are strongly encouraged to ensure they have an active registration in SAM prior to submitting their quote. (www.sam.gov) Offerors must have a Fuel Distributor License and provide Federal Hazmat Registration with their quote. Quotes must include company name, company DUNS number, and point of contact information. All responsible sources should submit quotes via email to bernadette.hamel@va.gov no later than May 01, 2014, 12:00PM CDT. Award will be made to the responsible Seller whose offer represents the lowest price technically acceptable to the solicitation. A technically acceptable offer shall conform to the specifications and requirements as delineated in the combined synopsis solicitation.
