- THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. The National Institutes of Health (NIH), Division of Amenities and Transportation Services (DATS), Office of Research Services (ORS), intends to solicit, negotiate, and award a small business set-aside contract on a competitive basis for the purpose of providing parking services to support the mission of the NIH. The anticipated period of performance is a one-year base period with four (4) one-year option periods. GENERAL REQUIREMENTS Background The Division of Amenities and Transportation Services (DATS), Office of Research Services (ORS), has an ongoing requirement to provide parking services for the National Institutes of Health (NIH). This performance based contract includes: parking services (self-park and stacking). Purpose To provide parking services to more than 20,000 employees at the NIH Bethesda Campus, the many companies who do business with NIH, its numerous visitors from around the world, and patients. Contractor Requirements Independently and not as an agent of the Government, the Contractor shall furnish all necessary services, qualified personnel, equipment, and supplies, not otherwise provided by the Government, to manage and operate the ORS-controlled parking. Overall Performance Requirements It shall be the Contractor's responsibility to design methods and systems of how best to deliver the services. The requirements for this acquisition are performance-based with a focus on desired results and outcomes. This represents a challenge to the Contractor to develop and apply innovative and efficient approaches to the contract requirements. Performance-based contracting is a result of the overall shift in government management toward best commercial business practices. The Contractor shall respond to comments and complaints from patrons and the Contracting Officer's Representative (COR) or representative in a timely fashion. In a case of equipment malfunctioning, the Contractor shall make every effort to immediately correct the problem to ensure patron satisfaction. If the problem is systemic, the Contractor shall submit a plan of correction to the COR. Capability statements submitted in response to this notice that do not provide sufficient information for review will not be considered. This is NOT a Request for Proposals (RFP), and responses should NOT include budgetary information. Respondents to this notice shall provide capability statements (one original and three (3) copies) no later than 1:00 p.m. EST on May 13, 2014 to Sheryn N. Etti (Ref. NIHOD2014012), National Institutes of Health, Office of Acquisitions, 6011 Executive Blvd., Room 541E (MSC 7663) Bethesda, MD 20892-7663. PLEASE NOTE: If you are using a courier service, Federal Express, or UPS, the city, state, and zip code should read ROCKVILLE, MD 20852). Please be aware that the U.S. Postal Service's "Express Mail" DOES NOT deliver to the Rockville, Maryland address AND delivery to the Bethesda, Maryland address will result in a delayed delivery to our office in Rockville, MD (up to 3 - 5 days).
