Attachments A, B and C RFQ EA133F-14-RQ-0270 ***TOTAL SMALL BUSINESS SET-ASIDE WITHDRAWN 04/28/2014*** The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the NOAA Fisheries Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS). The Northeast Fisheries Science Center (NEFSC) is seeking a charter vessel and remotely operated vehicle (ROV) to participate in a priority research project relative to the deep sea coral off the northeast coast. This project is in the second of three (3) years of work that is being funded by NOAA's Deep Sea Coral Research and Technology Program in the northeast, as part of a larger national focus on the nation's coral and sponge resources. The vessel and ROV system chartered will be involved in conducting an imaging survey of deep sea corals and sponges in the Gulf of Maine. The selected vessel will be required to operate an ROV system to optically image the sea floor on, more or less, a 24 hour basis and collect specimens for shipboard and laboratory analyses. The purpose of the survey will be to survey and collect voucher specimens to confirm species identifications and for aging, genetics, and reproduction studies. The results of this survey will be used to document the occurrence, abundance, and life histories of the various coral and sponge species in the Gulf and contribute to the management and conservation of these groups of animals. The planned period of performance is up to 15 days at sea during the period of May - July 2014, preferably one block of time during that period. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 541712 Research and Development in the Physical, Engineering, and Life Sciences. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Subpart 13.5, Test Program For Certain Commercial Items. The Award will be made to the quoter whose quote meets all Performance Work Statement (PWS) and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors listed in the attached Request for Quote (RFQ). The anticipated award date is May 2014. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. All responsible sources may submit a quote, which shall be considered by the agency.
