- The Washington Office - AQM - Job Corps Support Branch intends to award a contract on a sole source basis to Consolidated Disposal Services Incorporated for monthly trash removal services and medical waste removal to be performed at the Columbia Basin Job Corps Civilian Conservation Center, located in Moses Lake, Washington. The trash containers are located on the Columbia Basin Job Corps Civilian Conservation Center which is Federal Government Property, and are used to service the Columbian Basin Job Corps Civilian Conservation Center. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1 (b)(1), Soliciting from a Single Source, and FAR 13.501 (a), Consolidated Disposal Services Incorporated for purchases not exceeding the Simplified Acquisition Threshold and above the Simplified Acquisition Threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Consolidated Disposal Services Incorporated has been identified through Market Research as the only vendor in the local area that is capable of providing trash services on the Columbia Basin Job Corps Civilian Conservation Center, as they are the only vendor that services the area. Trash removal is regulated by Washington State's Utilities and Transportation Commission The state of Washington licenses Waste Haulers by area, and the services are franchised by county. The anticipated contract will include a one-year base period, and four (4) one-year option periods. This procurement is being conducted under the Simplified Procedures; only one source has been determined to be capable of providing services. The Government intends to use FAR Part 12 to purchase the above listed items. This requirement is reserved exclusively for only Total Small Business Concerns, as required by FAR 13.003 (b)(1), and will be awarded under the North American Industry Classification System (NAICS) Code: 562111, Solid Waste Collection, Annual Receipts: $35.5 million. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Friday, May 2, 2014, 10:00 a.m. MST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail anthonyrmartinez@fs.fed.us. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet and resell this item to the government. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action is based on this notice and solely within the discretion of the Government.
