- Sole Source Justification - NCAR This is a combined synopsis/solicitation for commercial items expected to exceed $15,000 prepared and processed in accordance with the Federal Acquisition Regulations (FAR) Part 12.6 as supplemented with additional information included in this notice. This is a solicitation from the U. S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), EAD-KC Office. The requirement is for infrared sensor assemblies and infrared sensor assemblies to be retrofitted in GPS Dropsondes for NOAA, Aircraft Operations Center (AOC) at MacDill AFB, Tampa FL. It is intended for the Government to issue a purchase order to National Center for Atmospheric Research (NCAR) at the University Corporation for Atmospheric Research (UCAR) from this solicitation. This requirement is sole sourced to NCAR/UCAR. The Sole Source Justification is attached. This notice constitutes the only Request for Quote (RFQ). Written quotes are being requested. A hardcopy written RFQ will not be issued. NAICS code is 541712. This notice is hereby issued as RFQ No. NMAN6000-14-00999. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72. It will be quoted and completed in accordance with the terms and conditions specified herein. CLIN 0001: Deliver to NOAA, Aircraft Operations Center, MacDill AFB, FL Infrared Sensor Assemblies suitable for retrofit into GPS dropwindsondes. Quantity: 150 ea. Unit Price $_________________ Amount $________________ CLIN 0002: Modification of Government Furnished Equipment provided AVAPS II dropwindsondes with Infrared Sensors including test and 1 point offset determination Quantity: 100 ea Unit Price $__________________ Amount $________________ CLIN 0003: Shipping and handling for all above CLINs Amount $________________________ DELIVERY: FOB Origin. Contractor shall prepay freight and add as separate line item for all line items. Upon issuance of a purchase order, AOC will contact NCAR to coordinate shipping and delivery of GFE from AOC. It is expected that both CLINS are to completed and delivered to AOC by August 15, 2014 or sooner. RFQ SUBMISSION Signed and dated quotes must be submitted.
