- This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from Decision Dynamics, Inc., 11718 Yates Ford Road, Fairfax Station, VA, 22039-1508 for a follow-on contract for FleetSight Toolkit Software under the authority of FAR 6.302-1. Decision Dynamics owns the license and technical data and detailed specs for this software. The FleetSight Toolkit Software is used to model and forecast propulsion system readiness, reliability, cost and schedule effects for incorporating fixes to known problems for engines, propellers, drive systems, secondary power system, fuel systems and electrical/wiring systems. The analysis provides output results by year and by Engineering Change Proposal (ECP), and allows the Engineering and Financial Communities to prioritize which engine hardware improvement to fund. This requirement is to procure license renewals for continued use of the FleetSight Toolkit Software, along with technical support. NAWCAD intends to award a five year contract with a base year and four one year options. Deliverables are estimated at twelve (12) or more sets of FleetSight Toolkit Software, per year, and 240 hours of technical support per year. The Government intends to procure the above under the authority of FAR 13.5 and 12.6. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 3:00PM EST 13 May 2014. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
