Kennedy Space Center plans to issue a Request for Proposal (RFP) for NNK14511688R to Replace Liquid Oxygen (LOX) Vaporizer, Launch Complex (LC) 39B, John F. Kennedy Space Center, Florida. THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO: The primary task is the replacement of the existing liquid oxygen (LOX) vaporizer located below grade with new above grade natural draft vaporizer unit(s) to be furnished by the Government. The work includes but is not limited to the following: - Modifications to the LOX storage area site and supporting systems to accommodate the change in vaporizer units. Site work includes concrete slab and concrete pavement work. - All equipment will be installed at the LOX storage area at LC 39B. The existing LOX vaporizer will be replaced and require careful removal and demolition.The existing LOX system will be maintained to a cleanliness level of KSC-C-123 Level 1000A during construction activities. The new system components, including the new vaporizer units, will be cleaned and certified to the same cleanliness level. Piping will be stainless steel.Piping systems will require dye penetrant, radiographic, hydrostatic, and cold shock testing as well as mass spectrometer leak testing. - The LOX storage area grounding will be repaired and upgraded. The existing fire protection system at the LOX storage area will be modified. - Abandoned in place piping, supports, fittings and pumps in the area will be demolished. - The LC 39B area will be undergoing other construction modifications during the performance of this construction project. The NAICS code for this procurement is 238220 with a small business size standard of $14M. The effort will include the following tasks and options: Base Bid Shall include all work except for the cleaning, installation, and testing of the second vaporizer and the limited associated piping. Option 1 Shall include the cleaning, installation, and testing of the second vaporizer and the limited associated piping. The base bid and option 1 shall be bid separately. The performance period, including all tasks and options, shall be completed in 264 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows: The total estimated cost of this project is in the estimated construction contract price range of between $500,000 and $1,000,000. The anticipated release date of the RFP is on or about May 12, 2014 with an anticipated offer closing date of on or about June 12, 2014. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled on or about May 20, 2014. Prime contractors will be limited on the number of personnel in attendance. Specifications and Drawings will be made available for download through the posted solicitation. All responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
