- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified sources; (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code is 532490 and the Size Standard is $30M. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set-aside is possible. Tripler Army Medical Center (TAMC) is seeking qualified sources to provide non-personal services for the lease, maintenance, and consumables for a microplate processor/immunoassay analyzer system at Tripler Army Medical Center, Hawaii. Services shall include all labor, parts, material, failed modules, optical and thermal calibrations, diagnostic test equipment and travel, to repair and/or maintain the equipment in a fully functional condition in accordance with (IAW) manufacturer's specifications. Type of Contract - The Government intends to award a Firm, Fixed-Price contract with an estimated base period of July 15, 2014 through September 30, 2014 with four (4) one-year options to the successful quoter. Contract Requirements - The contractor shall be required to perform these services and meet the minimum requirements within the following constraints: 1. The analyzer/processor system must be capable of performing processing for anti-thyroglobulin, anti-thyroid peroxidase, anti-nuclear antibody screening, Varicella-zoster virus IgG, syphilis IgG, measles IgG, mumps IgG, rubella IgG and QuantiFERON 8-point. The Microplate Processor system shall have 1 Microplate Processor, 1 Workstation table, 1 UPS Backup system, 1 monitor, 1 printer, 2 operator manuals, on-site Technical Service Specialist assistance (instrument setup and method validation), 1 system training per year (if deemed necessary by Microbiology COR) including travel, tuition, room and board. The Microplate Processor analyzer must be FDA approved to use the kits to be included in the proposed acquisition. All equipment shall be in compliance with the Joint Commission (JC) standards, HIPAA and the NFPA 99 Standard for Health Care Facilities. 2. Minimum Personnel Qualifications: Services under the proposed acquisition shall be performed by the manufacturer's Hawaii-based authorized service providers for the specific equipment identified herein. These individuals shall also be trained and certified by the manufacturer to perform maintenance and repair on the equipment; shall have demonstrated knowledge, competence, and training in the repair of the equipment; and shall have at least two (2) years of experience in maintaining and repairing the equipment specified herein. 3. Specific Requirements/Capabilities: The provided processor/analyzer shall be capable of providing QuantiFERON testing with an 8-point configuration. The provided processor/analyzer shall have FDA approved reagents with internal validation for ANA screening, anti-thyroglobulin, thyroid peroxidase, Measles IgG, Mumps IgG, Rubella IgG, syphilis antibodies and Varicella-Zoster antibodies in clinical samples. The provided processor/analyzer shall have the capability of worklist optimization using multiple assays on a single plate. The provided processor/analyzer shall have a minimum of four chambers (combined or individual) per module. The weight shall be less than two hundred-fifty pounds. The sample capacity shall be at least one hundred sixty. 4. Service Calls. The contractor shall perform unlimited on-site service calls during normal operating hours. Response time for routine repair shall be within one workday (8 duty hours) after verbal notification is received. Completion time shall be within 8 hours after arriving on site. 5. Repairs (Unscheduled Service). The time frame, within which the contractor's representative must respond for on-island customer support, is measured from the time of verbal notification that service is required. Response time for repairs shall be no more than two hours to confirm notification of service call and no more than twenty-four hours arrival on site on weekdays, excluding Federal holidays. Deficiency/malfunction shall be corrected/repaired within a period of five business days from first notification of failed equipment. Responses to this notice should include company name, address, and telephone number, point of contact (POC), and brochures which will allow the Government to understand your service offerings and options. Responses should also include a capability statement to address the Contract Requirements identified above.
