Description
The Naval Research Laboratory (NRL) intends to negotiate with SRI International Sarnoff, on a sole source basis to provide the Active Pixel Sensor for the Wide-field Imager for Solar Probe (WISPR) Instrument to include an option provision for the delivery of up to six (6) additional engineering model detectors and up to two (2) additional flight model detectors. To meet specific and unique performance requirements, relevant to Heliospheric Imagers, the fabrication of the sensors and detectors require specific hardware and burn-in procedures that currently are only available at SRI. SRI International Sarnoff has pioneered the use of radiation hard Active Pixel Sensors with CCD like performance. The SRI SoloHi detectors have been subjected to rigorous performance and characterization testing to demonstrate their performance. As a result, it has been determined that SRI International Sarnoff is the Only One Responsible and no other supplies or services will satisfy agency Requirements. The statutory authority for other than full and open competition is 10 U.S.C. Section 2304 (c)(1); Only One Responsible Source. This notice of intent is not a request for proposal. However, all responsible sources may identify their interest and capability to respond to the requirement or submit a proposal. All proposals received within 15 days will be considered by the Government. All responses and requests for further information shall be submitted via email to the Contract Specialist, Constance Reedus at constance.reedus@nrl.navy.mil. Telephone requests for additional information will not be honored. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
