- Solicitation VA69D-14-Q-0907 - Notice of Intent to Sole Source reference FAR 6.302-1. The Great Lakes Acquisition Center is procuring the following, for the Clement J. Zablocki VA Medical Center: -RM-50 - Langendorf Fluorescence System (Complete high speed random access RatioMaster photometry system for Langendorff, ideal for ratiometric measurements of multiple excitation-shifted dyes with scanning capability. Includes: high intensity broad band xenon source with regulated stable 75 W power supply and shielded starter, DeltaRAMX random access monochromator for excitation wavelength selection (which can switch between wavelengths in less than 2 milliseconds) under computer control complete with built-in shutter to prevent photobleaching, a photometer complete with high sensitivity multi- mode PMT detector capable of both photon counting and analog modes for detection, eye-piece to allow selection of area of interest, interface electronics and comprehensive advanced spectroscopy software package - FeliX GX, manual, and workstation with 19 in flat screen. Installation included.) - Qty. 1 -R-1A - Second emission channel The second emission channel option comes with high sensitivity multi mode PMT detector, offering both photon counting and analog modes of detection. It also includes a holder for dichroic cube or beam splitter (not included) for wavelength selection. The second emission channel mounts easily to an existing photometer or can be ordered as part of a new system - requires FeliX GX software.) - Qty. 1 -Remote Sensing Accessory (1.5 meter quartz Fiber optic remote sensing option. Trifurcated fiber bundle.) - Qty. 1 The Great Lakes Acquisition Center intends to award on a sole source basis, IAW 10 USC 2304(c)(1) and FAR 6.302-1, a contract to Photon Technology International, Inc. (PTI), a Horiba Instruments Company, 6013 Solutions Center, Chicago, IL 60677-6000, as the only responsible source to provide the above items. The Langendorf Fluorescence System is the only product that has the following features: -High speed switching capability to measure multi excitation wavelengths to detect endpoints of interest including NADH and FAD, calcium ionofluors, intracellular pH (SNARF series dyes), mitochondrial membrane probes such as JC-1, or detection of cell death by acridine orange. The custom equipment used for preliminary data cannot be allocated to the VA lab full time as it is the property of lab at UWM. -The system uses a directly coupled trifurcated fiber optic bundle to excite and collection emission from the isolated lung. One leg of the trifurcated bundle is connected to the patented Delta-Ram illuminator while another is directly coupled to a double photometer (so the collection of two emission wavelengths can take place simultaneously). The third leg of the fiber is available to add an additional single or double detector in the future but is capped for now. The Delta-Ram can switch wavelengths in 1 millisecond which is considerably faster than available from any competitive systems. The dual detector from one fiber is also unique to the system. The total award amount is estimated to be $40,000.00. The statutory authority for other than full and open competition is 10USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The applicable NAICS Code is 423450 and the size standard is 100 employees. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for quotation or a solicitation of offers. However, all quotes received within three days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement upon receipt of response to this notice is solely within the discretion of the Government. There will be no solicitation available.
