- THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. In accordance with FAR Part 12, the Government anticipates awarding this requirement on a Sole Source basis to Orion Communication Systems, Inc., 3401 Masons Mill Rd. Bldg. 2, Huntingdon Valley, PA 19006-3596, under the authority of Title 10 U.S.C 2304 (c) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for the Orion Communication System MT32 Voice Conference Switch System. This procurement is part of a Real-Time Telemetry Processing System IV (RTPS IV) upgrade at the Atlantic Test Range (ATR). The RTPS IV is a Navy Improvement and Modernization effort aimed at replacing the existing telemetry processing systems at ATR. RTPS IV provides processing and display of data which is transmitted as telemetry signals from the aircraft or other test articles. The Orion Communication System MT32 Voice Conference Switch System is a portable system already in place; RTPS Communications personnel are well versed in troubleshooting the Orion Communication System MT32 Voice Conference Switch System; and is currently used for multiple remote site support missions. The Orion Communication System MT32 Voice Conference Switch System is necessary to support remote operations allowing test teams to be able to communicate with each other via sub networks other than UHF radio, which will compromise security. This notice of intent is not a request for competitive proposals. However, interested parties may submit a capability statement. All capability statement received in response to this notice shall be considered by the Government for the purpose of determining whether to initiate a competitive procurement. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Inquiries/responses to this notice must be made within fifteen (15) days after this notice is posted electronically, and should include company name, point of contact, address, phone number, DUNS number, Tax ID, business size, company literature sufficient to make an adequate technical assessment. A determination by the Government not to compete this requirement based on any responses received is solely at the discretion of the Government. If no written responses are received, a contract may be issued without further notice.
