Description
NGSR ROM Matrix NGSR Capabilities Checklist with list of Acronyms INTRODUCTION The Naval Air Systems Command (NAVAIR) Aircrew Systems Program Office (PMA-202), Patuxent River, Maryland is seeking information on potential solutions for a Next Generation Survival Radio system. The Government envisions a single Non-Developmental Item (NDI) solution. The Government is interested in systems with Technology Readiness Level (TRL) 8 or 9 as defined at: http://www.acq.osd.mil/ddre/publications/docs/TRA2011.pdf, pages 2-13 and 2-14. DISCLAIMER In accordance with FAR 15.201(e), this is a Request For Information (RFI) only to identify sources that can provide a NDI Next Generation Survival Radio System. This is not a request for proposals. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary and information submitted will not be returned. PROGRAM BACKGROUND Current in service aircrew survival radios are aging and require upgrades or replacement with new radios. The Navy seeks sources for the Next Generation Survival Radio to replace PRC-112B1, PRC-112G, PRC-149/149A, PRQ-7/7A radios as they expire over the next decade. REQUIRED CAPABILITIES The Government requires a Next Generation Survival Radio that will employ technologies to improve reliability, maintainability, and availability (RM&A); and enhance survivability. The required radio system may leverage off existing systems to reduce manpower, training, and logistics requirements. Additionally, the program objective is to ensure that the radio system be installed without modifications to current air crew survival vest radio pocket. The Next Generation Survival Radio should be non-developmental items to the maximum extent possible. 1. Software Defined. The radio shall be a single hardware platform that can be used to communicate using one of a variety of waveforms simply by reloading or reconfiguring the software for the particular application required. 2. CSEL Over The Horizon (OTH) system. The radio system shall utilize the CSEL OTH system in the near term to avoid costs. The radio should be compatible with planned military SATCOM systems by software reprogramming. 3. Auto Activation. The radio must have a programmable auto activation capability for both positive G and salt water immersion. 4. Reliability and Availability. The radio in conjunction with existing systems should provide a high system reliability and availability. 5. Utilizes NSA Type I non CCI Suite B encryption. 6. Additional desired capabilities are in the Attachment to RFI titled NGSR Capabilities Checklist. SUBMISSION DETAILS Interested businesses shall submit responses by mail to DEPARTMENT OF THE NAVY, NAVAL AIR SYSTEMS COMMAND, CONTRACTS DEPARTMENT (AIR 2.4.2.2), Bldg. 2272, Suite 256, ATTN: Tyesha Parker, 47123 Buse Road, Patuxent River, MD 20670. Questions regarding this notice shall be submitted in writing to Tyesha Parker, at Tyesha.parker@navy.mil. All questions or requests for further information must be made in writing via email. Verbal questions will NOT be accepted. All questions and answers regarding this RFI will be posted as updates to this notice; questions shall NOT contain proprietary or classified information. The Government reserves the right to not address questions received after 21 May 2014. Interested businesses should submit a brief capabilities statement package (no more than 15, 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability of their NDI system to meet the required capabilities listed in this RFI. Documentation should be in bullet format and address the following areas listed below: 1.0 Introduction 2.0 System Description 3.0 Technical Maturity (based on descriptions in pages 2-13 and 2-14 of document at the following link: http://www.acq.osd.mil/ddre/publications/docs/TRA2011.pdf ) 4.0 Application to Aircrew 4.1 Description of System use by Aircrew 4.2 Limitations of the System by Aircrew 4.3 Testing and Environmental Specifications through which the System has gone, as applicable 5.0 Rough Order Magnitude (ROM) to understand effort, provide the Non-Recurring Engineering Cost to meet RFI capabilities. Include a pricing matrix with estimated unit pricing for lots as listed in the RFI attachment titled NGSR ROM Matrix. 6.0 Detailed Roadmap 7.0 Summary The NGSR Capabilities Checklist Attachment should be included in the response to document the proposed technology that has been fielded, including the nomenclature it was fielded as and the TRL. The completed NGSR Capabilities Checklist will not count against the 15 page limitation. All responses shall include Company Name, Company Address, Company Business Size, CAGE Code and Points-of-Contact (POC) including name, phone number, fax number, and email address. One hard copy and two soft copy CD-ROM responses should be submitted no later than 9 June 2014 and reference this announcement number on both the mailing envelope as well as on all enclosed documents. Due to heightened security requirements, ADDITIONAL MAILING TIME may be required for receipt of responses. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted.
