Draft PBSOW The Naval Air Warfare Center Aircraft Division Contracts Department (AIR 2.5.1.12), Patuxent River, MD announces its intention to procure on a competitive basis United States Naval Test Pilot School (USNTPS) Ground and Flight Instructor Support Services. The results of this Sources Sought will be used to determine whether any Small Business Set-Aside opportunities exist. All Small Business Set-Aside categories will be considered. PROGRAM BACKGROUND The U.S. Naval Test Pilot School (USNTPS) trains and graduates qualified engineering test pilots, flight test officers, and flight test engineers to conduct Test and Evaluation (T&E) at the Naval Air Systems Command (NAVAIR) and other activities. The instructor staff of the USNTPS provides highly specialized ground and flight instruction for this rigorous course. In addition, the USNTPS instructor staff acts as a technical and scientific advisory group and serves as the primary source of standardization and reference concerning flight test and technical report writing for the (NAVAIR). The curriculum of the USNTPS and the underlying philosophical approach to flight test at the NAVAIR and other test sites supported by USNTPS graduates are undergoing revolutionary changes in response to changes in the federal acquisition process, rapid technological advances in aviation systems and flight control mechanization, and budgetary/man-power reductions. The USNTPS is streamlining older, more fundamental flight test precepts in order to incorporate classes and flight exercises in advanced flight control systems and military airborne systems throughout the syllabi. The demand for experienced, highly qualified, and motivated instructors has never been greater at the USNTPS. This requirement is a follow-on procurement to contract N00421-09-D-0020 currently being performed by WYLE Laboratories, Inc. The existing contract is Firm Fixed Price (FFP) type. REQUIRED CAPABILITIES The contractor shall provide technical services in support of the areas specified in the Program Background (above). Further detail is provided in the draft Performance Based Statement of Work (PBSOW) attached to this announcement (Attachment 1). A DD form 254, Contract Security Classification Specification, shall apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a "Secret" Clearance. ELIGIBILITY The applicable NAICS code for this requirement is 611512 (Flight Training) with a Small Business Size Standard of $25.5 M. The Product Service Code is (PSC) is U099 (Other Education and Training Services). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify its business size in the capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) A draft Performance Based Statement of Work (PBSOW) including draft Personnel Qualifications Description are attached for review. (Attachment 1) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. This documentation must address at a minimum the following items: •1.) What type of work has your company performed in the past in support of the same or similar requirement? Provide up to three (3) contracts that your company has performed providing current, qualified and certified US Navy Test Pilot Instructors to the USN Test Pilot School. •2.) Can or has your company managed a task of this nature? If so, please provide details. •3.) Can or has your company managed a team of subcontractors? Is so, provide details. •4.) What specific technical skills does your company possess which ensure capability to perform the tasks? •5.) Please note that under a Small-Business-Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in the PBSOW. •6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNS number, etc. •7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUB Zone, or Service Disabled Veteran-Owned Small Business Concern. •8.) Include in your response your ability to meet the Security requirements in the Facility and Safeguarding requirements in the PBSOW. •9.) Can or has your company provided contractor flight operations to an organization within the Department of Defense? Describe your company's process to comply with DCMA INST 8210. •10.) Describe your ability to comply with security requirements specified in paragraph 9of the PBSOW. The estimated period of performance is five (5) years with the performance estimated to begin in the July - October 1, 2015 period. The contract type is anticipated to be Indefinite Delivery Indefinite Quantity (IDIQ) with Firm Fixed Priced Labor CLINs. It contains FFP one month lot units of Flight Instruction for each instructor category for a total of 60 Months which will be awarded at the Task Order level according to the USN Test Pilot School Instructor needs for a time frame to be specified in each individual Task Order. The magnitude of the requirement is to provide a minimum of three (3) instructors (one of each instructor category) and up to six (6) instructors at a time. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Melody Baron, in either Microsoft Word or Portable Document Format (PDF), via email at melody.baron@navy.mil. The deadline for response to this request is 2pm, EST, May 13, 2014. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. No phone calls will be accepted. All questions must be submitted in email to the Contract Specialist. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response of these Sources Sought.
