- NASA Langley Research Center (LaRC) intends to negotiate a sole source contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, with Ball Aerospace and Technologies Corporation (BATC), 1600 Commerce St, Boulder, CO 80301-2734 to provide highly specialized technical assessment, refurbishment, test, integration, and on-orbit operations support of the Stratospheric Aerosol and Gas Experiment on the International Space Station (SAGE III on ISS) spaceflight instrument which is being prepared for launch and integration on the ISS in 2016. NASA intends to issue a five-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Because of its long history of designing, developing, fabricating, qualifying and calibrating all of the SAGE series of the instruments, BATC is the only source capable of providing the unique capabilities required to complete the refurbishment and test campaign for the SAGE III on ISS instrument, and support instrument integration, requirement verification, and on-orbit operations and anomaly resolution. BATCs unique knowledge of the SAGE instrument make BATC the only source capable of providing the necessary services within the timeframe required and without substantial duplication of cost. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. eastern standard time on May 14, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
