- Naval Air Systems Command (NAVAIR) intends to award procurements for Lot 15 -18 Production of the AIM-9X Block II Sidewinder Missile.This will be a new Fixed Price contract. The AIM-9X Block II production procurement is for up to 391 domestic Tactical Missiles in Lot 15,456 in Lot 16, 501 in Lot 17 and 443 in Lot 18; and 103 domestic Captive Air Training Missiles in Lot 15, 106 in Lot 16, 112 in Lot 17 and 111 in Lot 18 with associated containers, training and test missiles, tooling and special test equipment, integration, engineering, and related supplies and data for the United States Navy, United States Air Force and FMS customers. The quantities identified herein are estimated and may be adjusted to reflect other such quantities as may be authorized and appropriated by Congress and/or requested by Foreign Military Sales (FMS) customers. The AIM-9X Block II missile will be procured on a Fixed Price type contract. NAVAIR intends to award this procurement sole source to Raytheon Missiles Systems (RMS), 1151 East Hermans Road, Tucson, AZ 85756-9367, based on the authority provided in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. In 1996, Hughes Missile Systems Company (HMSC) (subsequently acquired by Raytheon Missile Systems) was competitively selected to be the designer, developer, manufacturer, and integrator of the AIM-9X missile. As a cost-savings initiative, the Government did not procure a technical data package for re-procurement purposes and required Raytheon to retain configuration control of items not affecting the system specification. It is estimated that it would cost between $275M and $350M to procure the technical data package and qualify a second source. A substantial amount of these costs would not be recovered through competition. Therefore, the efforts described herein cannot be performed by any source other than Raytheon. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract or contracts for the efforts mentioned above.
