- This contract action was accomplished using other than full and open competition in accordance with FAR 8.405-6(a)(1)(i)(B), quote mark Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. quote mark quote mark See the Limited Sources Justification posted to this award announcement for further information. quote mark PEO STRI Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS), Instrumentation Management Office (IMO), is the lead acquisition agency responsible for the Electromagnetic Environmental Effects (E3) Systems Modernization Program at White Sands Missile Range (WSMR), New Mexico. PM ITTS IMO has a requirement to procure seven spectrum analyzers as part of the E3 project. The purpose of this DO is to replace end of life commercial components within the Electromagnetic Radiation Effects (EMRE) test complex at WSMR. Existing spectrum analyzers have reached end of life and cannot reliably support data collection and characterization of radiation frequency (RF) E3, as required by Army standards. The new spectrum analyzers will be fielded at various high power transmitter test and laboratory facilities supporting electromagnetic compatibility and electromagnetic interference testing for the Army. The EMRE E3 test facilities at WSMR are used to test and evaluate military systems against vulnerabilities in radiation effects to effectively issue safety release prior to system's deployment. E3 testing certifies equipment complies with E3 Department of Defense (DOD) mandates and is safe for soldier operation.
