- The United States Coast Guard, Surface Forces Logistics Center, Detachment Norfolk VA, intends to issue a Commercial Request for Quotes (RFQ) for dockside repairs to the USCGC BLUEBELL (WLI-313) a 100-Foot Inland Buoy Tender. The NAICS Code is 336611. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a Small Business Set-Aside. Request for Quotes (RFQ) will be issued on or about April 29, 2014. The acquisition is to perform dockside repairs to the USCGC BLUEBELL (WLI-313). All work will be performed onboard the vessel at its homepier at: 6767 Basin Avenue, Portland OR 97217. The anticipated Period of performance is forty-two (42) calendar days from 10 June through 22 July 2014. The solicitation will be issued electronically via the Federal Business Opportunity web page at http://www.fedbizopps.gov. It is incumbent upon contractors to monitor the FEDBIZOPS web page for the RFQ release and all subsequent amendments. Hard copies of the specification and solicitation will not be issued. The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the USCGC BLUEBELL (WLI-313). This work may include, but is not limited to: WORK ITEM 1: Tanks (Potable Water), Inspect WORK ITEM 2: Tanks (Potable Water), Preserve "Partial" WORK ITEM 3: Ship Service Diesel Generator (SSDG) Exhaust Piping, Commercial Clean WORK ITEM 4: Boiler Exhaust Stack Uptakes, Commercial Clean WORK ITEM 5: Grey Water Holding Tanks, Renew WORK ITEM 6: Decks - Exterior (Buoy or Construction Deck), Preserve 100% WORK ITEM 7: Temporary Services, Provide WORK ITEM 8: Compressed Air System Relief Valves, Renew WORK ITEM 9: Bilges (Machinery Space), Preserve and Abate Lead Coatings WORK ITEM 10: Deck Covering (Carpeting), Renew WORK ITEM 11: Deck Covering (Interior Wet/Dry), Renew WORK ITEM 12: Component Interior (CO/CPO Shower Stall), Renew WORK ITEM 13: Shaft Alley Insulation Renew WORK ITEM 14: Hogging Post Disassemble and Inspect WORK ITEM 15: CO/CPO Sink Countertop Replace WORK ITEM 16: Grey Water Piping System, Clean and Flush WORK ITEM 17: Vent Duct Insulation, Renew WORK ITEM 18: Jetting System Eductor Valves, Renew WORK ITEM 19: Cables, Renew WORK ITEM 20: Mechanical Chain Stoppers, Overhaul WORK ITEM 21: Buoy and Cargo Handling Crane, Level 2 Inspect and Repair WORK ITEM 22: Boat Boom, Level 2 Inspect and Weight Test A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested.
