- This FBO posting is to notify any interested offerors of the following updates: 1. USCIS Contracting is requesting a Letter of Intent frofrom any interested offeror; If you plan on participating in the re-competition for SCOSS, either as a prime contractor or part of a Joint-Venture, please send us a Letter of Intent to submit an offer. Reponses from firms that intend to participate will only be used for USCIS acquisition planning purposes and no information will be released publicly. Response to this request is optional and does not disqualify you from participation in responding to the Final RFP with proposal if you fail to provide a Letter of Intent. However, USCIS Contracting may change their acquisition strategy based on a significant lack of response from firms requested to send us a letter of intent. We have two important points of information to highlight for to those interested in participating. The following requirements will need significant consideration by offerors prior to making the decision to participate: a. FAR 52.219-27 will apply. This clause (FAR 52.219-27(d)(1) requires that, if an SDVOSB set-aside is used, "at least 50% of the cost of personnel for contract performance will be spent for employees of the [Offeror} or employees of other SDVOSB concerns." b. Facility security clearance requirement. The prime contractor must have an approved facility clearance at the SECRET level prior to submitting a proposal. If a subcontractor will be performing work subject to a SECRET clearance, the prime contractor may be a sponsor to ensure the subcontractor has an APPROVED facility clearance at the SECRET level prior to award. USCIS will not sponsor any primes/subcontractors for a Facility Clearance at any level. 2. At this time, the projected date for the issuance of the Final Solicitation is by the end of the week, Friday May 23rd, 2014. The Final Solicitation/Request for Proposal (RFP) will be issued through a new posting on FBO.gov. Feel free to contact me (and CC:Gale.Bonnett@dhs.gov) with questions regarding the release of the Final Solicitation (RFP) for SCOSS. We are, however, no longer collecting questions regarding the previously posted Draft RFP or the completed site visits at this time. There will be a time and opportunity for questions regarding the Final RFP following its issuance. We would like to request Letters of Intent to submit an offer by 5pm ET by next Wednesday May 7, 2014, sent by email to sonah.lee@dhs.gov (and CC: Gale.Bonnett@dhs.gov).
