- The intent of this project is to repair Hurricane Sandy damage with the addition of new rock rip rap around an offshore aid to navigation and incidental related work. The work is located in Raritan Bay, NY between the Ward Point Bend Channel and Ward Point Secondary Channel at the Ward Point Secondary Channel light 'W'. The anticipated construction time is 65 days after issuance of the Notice to Proceed. The estimated cost range of this project is between $25,000 and $100,000. Bid, performance and payment bonds will be required. The applicable NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a size standard of $33.5 Million. Solicitation packages will be available on or about 14 May 2014. The tentative date set for bid opening is 16 June 2014 at 2:00 p.m. This acquisition is issued pursuant to FAR Part 14. Pursuant to FAR Part 26 this is a local area preference set-aside, and the local area preference encompasses counties in NY, NJ and CT as follows: NY - Richmond, Suffolk, Nassau, Kings, Queens, New York, Bronx, Rockland, and Westchester Counties; NJ - Hudson, Bergen, Middlesex, Monmouth, Ocean, and Union; CT - Fairfield, Litchfield, Middlesex, New Haven, and New London Counties. All bidders must reside in OR PRIMARILY DO BUSINESS in the set-aside area. Pursuant to FAR Part 19.5 this project is 100% set-aside for Small Business concerns.
