The 8x6 SWT / 9x15 LSWT is converting from an Ovation DCS control system for wind tunnel models to a PLC based system. Going with Modicon Quantum allows us to take advantage of the Divisions existing knowledge base.The value of this is priceless and cannot be compared directly with other options for PLC equipment. Going with the Divisions standard PLC equipment also means that the existing equipment on the lab can be used as backup in the event of a need for a special kind of I/O module or an emergency spare. Purchasing equipment other than Modicon would result in excessive cost to the Government. The provisions and clauses in the RFQ are those in effect through FAC _2005-72 http://nais.nasa.gov/far/. The NAICS Code and the small business size standard for this procurement are 423430 and 100 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center 21000 Brookpark Road, Cleveland, Ohio 44135 is required All contractual and technical questions must be in writing (e-mail) to Sandra.L.Gerlach@nasa.gov not later than May 12, 2014. Telephone questions will not be accepted. Offers for the items(s) described above are due by COB May 15, 2014 to NASA Glenn Research Center and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
