Description
This announcement is a notice of intent to award a sole source purchase order to Trimble Navigation Ltd under the requirements of FAR Part 13 and FAR 6.302-1,' Other Than Full and Open Competition - one responsible source'. The applicable NAICS code 334220 Communications Equipment, 750 employees. The USGS intends to purchase 2 each Trimble Geo 7 Series Global Positioning System with software and accessories. The Geo 7 Series is the only system that meets our requirements for a very portable GPS with the necessary accuracies, real time positioning on topographic maps which can also display previously acquired data points. The members of the Geophysical Unit of Menlo Park (GUMP), a part the GMEG Science Center, rely on the Global Positioning System for all of our many projects. We have a large and heavy GPS system from Trimble and a two mid-sized Trimble system that is a built-in part of two of our portable magnetometer systems. We have also been using several light-weigh,t easy to carry Trimble Geo XH systems that give real-time positions at the meter level and post processed positions in the sub-meter level and 30 cm with longer observation times. With the addition of the Zephyr antenna, accuracy improves to 20 cm. Much of ou r work involves making gravity measurements, and for regional surveys these instruments are satisfactory. However, higher-precision gravity methods require elevation accuracies of 2 cm or less. The accuracy of the new Trimble Geo 7 Series allows us to shorten the time required to occupy a measurement point and increases the elevation accuracy to 1.5 cm. We also need the capability to view our position, in real time, on geo-referenced digital topographic maps along with the positions of other data points from earlier surveys which we have imported into the unit. This notice of intent to award is not a request for competitive proposals. However, the USGS will consider any capability statements received by 05:00 PDT on Thursday, 1 May 2014. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Any respondent companies must be a small business. All responses shall be emailed to Joseph Riccomini, Contracting Officer, at jriccomini@usgs.gov so that they are received no later 05:00 PDT on Thursday, 1 May 2014.
