- SOURCES SOUGHT SYNOPSIS: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible Indian Small Business Economic Enterprises (ISBEE) sources exist, to assist in determining if this effort can be competitive and/or a ISBEE Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541370 which has a corresponding size standards millions of dollars $14.0. The government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in ISBEE business concerns. The Government requests that interested parties respond to this notice if capable and identify your small business status to the identified NAICS code. Provide a description of similar services offered to the Government for the past three years. Also, provide Past Performance for the past five years with a Point of Contact and phone number/email address. 1.2 The information requested by this sources sought will be used within the BIA to facilitate decision-making and will not be disclosed outside the agency. Firms choosing to respond to this RFI are cautioned that this RFI is not a Request for Proposal (RFP). 1.3 In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Bureau of India Affairs (BIA) will not be obligated to pursue any particular acquisition alternative as a result of this Sources Sought Notice. Responses to the Sources Sought Notice will not be returned. Not responding to this Sources Sought Notice does not preclude participation in any future solicitation, if one is issued. 2. PROGRAM DETAILS: The requirement is for the contractor to provide labor, materials and supervision necessary to provide vegetative range inventory for FIVE AGENCIES within the Navajo Region. Range inventories, erosion identification, conservation planning and land evaluations. Farming and range planning, updating land management plans in sustaining range conditions. Rangeland improvement, recommend erosion control and land leveling, farm drainages. Rangeland protection, provide support to management rangeland noxious weed control by applying herbicides, implementing non-point source projects for soil erosions and livestock control by reviewing tally counts, and make recommendation on modifying stock rate. Leasing and permitting, monitors permit changes and land ownership for land use permits.2.1. INFORMATION REQUESTED (Please limit submission to 8 pages). All interested sources that are capable of meeting the above requirements are invited to indicate their interest by providing the U.S. Government the following information: 1. Company's Information: Name, address, telephone number, point of contact names, e-mail addresses, CAGE code, and business size. 2. Status as an Indian Small Business Economic Enterprises (ISBEE) sources. 3. Experience in vegetation range inventory. 4. Capability Statement: able to provide a history of recent (3 years) vegetation experience on the Navajo Reservation area. 5. Percent of Work the company must state whether they are capable of accomplishing a minimum of 50% of the work with in-house (not subcontracted) labor. Interested Contractors must provide the above information to the point of contact listed herein. Information submitted shall be in sufficient detail for a decision to be made based on the criteria previously mentioned. Reponses shall be limited to ten (8) pages. 6. Verbal questions will NOT be accepted. The Government does not guarantee that questions received after May 1, 2014 will be answered. 7. Submission Information: Interested sources submission must be clear, concise, complete, and be submitted via e-mail by 3:00 pm MDT on May 2, 2014 to Mary Jane Johnson at maryjane.johnson@bia.gov.
