- The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Cold Regions Research and Engineering Laboratory (ERDC-CRREL) intends to make a sole source award to Atmospheric and Environmental Research, Inc (AER) upon the basis of the authority provided in 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. ERDC-CRREL intends to procure the following tasks in support of ongoing integration of the Environmental Awareness for Sensor and Emitter Employment (EASEE) into the US Army CERDEC managed Actionable Intelligence Technology Enabled Capability Demonstration (AI-TECD): 1.Develop an Ozone Widget Framework (OWF) interface for and integrate the EASEE software into OWF framework for testing in the Defense Common Ground System - Army (DCGS-A) Program of Record. Perform tests of the OWF version of EASEE, demonstrating the capability at Army CERDEC managed integration events, a FY14 summer demonstration, and other AI-TECD demonstration/integration events as dictated by the CERDEC AI-TECD integration team 2.Integrate ERDC GRE developed research for persistent ISR (Intelligence, Surveillance, and Reconnaissance), TTL (Tagging, Tracking, and Locating) into EASEE supporting future integration into Army TECDs These tasks represent a continuation of research performed by AER during the past three years of Broad Agency Announcement (BAA) contract number W913E5-12-C-0009. No other source can perform these explicit tasks during the required period of performance due to their precise understanding of the current software based on preceding work performed, and the corresponding complete knowledge of the work to be performed to integrate the OWF version of EASEE into the AI-TECD system by AER under the BAA. In the first task listed above, AER has been the contracting partner on the referenced BAA for the three years of research and development, as well as a preceding BAA (W913E5-10-C-0006) that lead to the integration of an infrared sensor performance algorithm into the EASEE modeling system. AER provided unique competencies in infrared sensor performance, radiative transfer modeling, and software engineering. AER's research and development under the BAA provided for an extensive understanding of the CRREL developed EASEE sensor performance modeling system and uniquely qualifies AER as an expert to perform the tasks highlighted above and document the work performed in the increments. This first task requires AER to work with the CERDEC managed AI-TECD integration team to prepare for and demonstrate the OWF-version of EASEE on the CERDEC DCGS-A microcloud computing environment. Only a company with significant expertise in the OWF-EASEE software combined with the software engineering expertise that the AER team possesses is capable of performing this task, and AER is the only company currently able to accomplish this task within the time requirements dictated by the CERDEC AI-TECD management team. The second task requires the integration of ERDC Geospatial Research and Engineering research for tools for persistent ISR (Intelligence, Surveillance, and Reconnaissance), TTL (Tagging, Tracking, and Locating) and leading to Army Technology Enabled Capability Demonstration (TECDs). The deliverables include test versions of LiDAR signature persistence software for optical taggants and will support new capabilities in optimal sensor placement software being developed for Environmental Awareness for Sensor and Emitter Employment (EASEE). This Notice of Intent is not a request for competitive proposals; however interested parties may identify their interests and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement for review. A determination by the Government not to compete these requirements based upon responses to this notice is solely within the discretion of the Government.
