- Description
- This is the official solicitation synopsis for the Joint Base Langley-Eustis Roofing Indefinite Delivery Indefinite Quantity (IDIQ) contract. This will be a single award, firm-fixed priced IDIQ, which will include all materials, labor, tools, equipment, transportation, supervision, management and other supplies and services (including engineering/technical design support) necessary for maintaining base roofing areas. The scope of work includes roof repairs, either in part or entirely (by total replacement), of various buildings located throughout Joint Base Langley-Eustis (JBLE), Virginia. The types of building roofs that may be addressed in this requirement encompass slate roofs, clay tile roofs, asphalt shingles, cedar shakes, pre-finished metal standing seam roofs, copper standing seam roofs, corrugated metal roofs, coal tar pitch built-up roofing, and asphalt built-up roofing, with respective base sheets, ply sheets, cap and flashing sheets, galvanized flashing, cooper flashing, aluminum flashing, metal gutters and downspouts of various types and profiles, roof drains, replacement of wood members, trim of various material types and profiles, and roofing related products, priming and painting of exposed surfaces of various material types and profiles, wood replacement products, roof insulation, and cant strips, roof walkways and splash blocks, and other related products as deemed necessary for complete and impervious roof system. The North American Industry Classification System (NAICS) code 238160, Roofing Contractors will apply to this acquisition. The size standard for this NAICS code is $14,000,000.00. The specific description of work will be identified in each individual task order. Performance and payment bonds will be required per individual task order in accordance with Federal Acquisition Regulation (FAR) Part 28 - Bonds and Insurance. Scope includes work at Langley AFB and Fort Eustis, VA. The magnitude of the contract will range from $2,500 to $10,000,000. Period of Performance and Magnitude: The maximum programmed amount (total combined price of all task orders issued to Awardee) is $10,000,000. The period of performance is for a twelve (12) month base period and three twelve (12) month option periods. The magnitude of the individual task order will be from $2,000 to $3,000,000. All work shall be in strict compliance with the specification of the contract and the specifications for each individual task order. This is being solicited as a SBA Certified 8(a) set aside to firms located in the Mid-Atlantic Region, which includes the state of Delaware, Pennsylvania, Maryland, West Virginia, Virginia along with Washington DC. The successful offeror will be selected using Sealed Bidding Procedures in accordance with Federal Acquisition Regulation (FAR) Part 14. It is anticipated the solicitation will be issued electronically on or about 9 May 2014, on the Federal Business Opportunities (FedBizOpps) web page under solicitation number FA4800-14-B-0002. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xls), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The Government intends to hold a site visit for the initial project on or about 3 June 2014. The exact date and time will be identified in the solicitation. Anyone interested in attending the site visit must email your full name and date of birth to torri.west.1@us.af.mil in order to be placed on the Pass Request Authorization list not later than 1000 of the day before the site visit. NOTE: All prospective contractors must be registered in the System for Award Management (SAM) database in order to be eligible for award. Registration requires applicants to have a Data Universal Numbering System +4 (DUNS+4). Registration can be completed electronically on the D&B website. Registration may take up to three (3) weeks to process. It is recommended to register immediately in order to be eligible for award. The FAR requires the use of the System for Award Management (SAM) in Federal solicitations as part of the proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to https://www.sam.gov/ to add or update records in SAM.
