Kingman Road, MSC 2601 Fort Belvoir, VA 22060-6201 Synopsis This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Defense Threat Reduction Agency is soliciting for Range Services, per the Statement of Work (SOW). The solicitation number for this requirement issued is J3ONC12130. This combined synopsis/solicitation incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-72. The applicable NAICS Code for this requirement is with a size standard of $7.0. Inspection and Acceptance at Destination. The required delivery date is no later than 30 days from date of award. The following provisions apply to this solicitation, 52-212-7000, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS; 52-212-1 Instructions to Offerors. 52.212-2 Evaluation - Commercial Items. Offerors are advised to include a completed copy of the provision at 52.212-3 Offerors Representation and Certification-Commercial Items, and Clause 52.212-4 Contract Terms and Conditions-Commercial items. Quotes/Offers are due no later than May 21, 2014, Noon, Eastern Standard Time. Commercial Simplified Procedures shall be used for this procurement. Firms interested in submitting quotes must (1) complete the pricing providing unit prices and extended pricing, (2) complete all representations and certifications found in the required clauses, vendor is encouraged to be registered in the System for Award Management (SAM) database (https://www.sam.gov/portal/public/SAM/#1). (Eastern Standard Time) on May 21, 2014 No contract will be awarded under this procurement at greater than fair and reasonable prices. No bidders list will be maintained by this office. No paper copies of the RFQ/amendments will be mailed. Failure to respond to this RFQ and associated amendments prior to the date and time set for receipt of quotes may render your offer noncompliant and result in rejection of the same. Background The Defense Threat Reduction Agency (DTRA) requires selected individuals, both civilian and military, to maintain weapons proficiency. As Per CONPLAN 0100-08, the responsibility for the Agencies' Weapons Proficiency Training Program falls under the DTRA's Contingency Operations Division (J3ONC) who utilizes primarily Government personnel (GS & Military) to provide instruction to identified DTRA personnel in the areas of weapon's marksmanship, sustainment and qualification training. Weapons qualification is normally taught by qualified Non-Commissioned Officers (NCO's) and Certified Instructors at the unit level. J3ONC maintains a cadre of active-duty military and former Special Forces members with DoD approved instructional capabilities. A number of J3ONC personnel are Federal Law Enforcement Training Center (FLETC) Instructor Certified, National Rifle Association Tactical Instructors, Range Managers and graduates of Special Forces Advanced Reconnaissance Target Analysis Exploitation Course (SFARTAEC), Special Operations Target Interdiction Course (SOTIC), Special Forces Advanced Urban Combat (SFAUC), and other advanced military or civilian marksmanship/instructor courses. As range proficiency is an additional duty/task of these civilian/military personnel, the subject training must be performed within reasonable commuting distance of the DTRA Complex (DTRC) as not to interfere with their normal duty tasks. In addition, based on the fluid nature of the DTRA 's Weapons Training Program, the logistical coordination involved to support this program requires a Range with the ability to reserve ranges times up to one (1) year in advance, purchasing of ancillary materials/ammunition, storage of training ammunition, and the ability accommodate various type of firearms, range positions and distances. Range Requirements The purpose of this announcement is to identify viable vendors who are capable of meeting the DTRA's specific requirements for Range Support. This notice therefore invites vendors to submit qualification statements addressing whether they can currently accommodate / meet the requirements delineated below: a. Live Fire Range within reasonable commuting distance of the DTRA-DTRC, Fort Belvoir, VA (approximately 50 miles). b. Facilities capable of handling and accommodating the use of the following weapons: M-4 Carbines, both in semi and automatic configuration MP5 Sub machine guns M-9 Pistol Shotguns Other assorted 9mm and 5.56mm weapons c. Facilities to accommodate both Prone and Standing shooting positions for M-9 Pistols and M-4 rifles from 25 to 300 meters. d. Facilities to accommodate practice firing and maneuver exercises performed during the day and night. This includes facilities which enable shooters to perform night firing out to 300 meters for zeroing and training with night optics. e. Facilities to allow movement in depth and laterally on flat ranges with a four (4) student to one (1) instructor ratio. f. Authorization for the use of DTRA-J3ONC qualified personnel with Special Operations Forces (SOF) experience, National Rifle Association (NRA), and Federal Law Enforcement Training Center (FLETC) certification who will act as instructors/range safeties using a ratio of 6 students to 1 instructor for static flat range work utilizing a 25m flat range with 10-12 firing positions adjacent to one another. g. Facilities which enable the use of steel reactive targets on 25m flat range. h. Facilities with a Known Distance (KD) range out to 300 meters for KD rifle firing and flat stationary ranges for weapons qualification out to 25 meters. i. Facilities to conduct limited Close Quarter Battle (CBQ) & Improvised Explosive Device (lED) training using ammunitions and live fire lAW: J3ONC Technical Support Groups (TSG) tactics, training and procedures (TTP's). j. Scheduled access to ranges and ammunition during normal working/training hours to the facility for authorized DTRA-J3ONC Contracting Officers Representative (COR) personnel. k. Facilities to accommodate training of up to 24 students per day. l. Facilities to accommodate parking, bathroom, and a break area for approximately 30 personnel. m. No restrictions on the number of personnel (instructors) required to be on site for operation of the range (in accordance with applicable Occupational Safety and Health Administration (OSHA), Fire Department, and all other State and Federal regulatory restrictions). Responses: Vendor qualification statements should directly compare their current capabilities/facilities and how they meet the requirements identified above. Qualifications statements should also include a cost estimate for the use of the range for a 1 year period as well as an estimate for the identified annual ammunition requirements. There is no page limitation on the responses. Vendors should also identify if they can fulfill this requirement via GSA schedule. Responses shall include the following information: company name, address, point of contact, telephone number, email address, business size and small business status such as disadvantaged 8(a), HUBZone, Woman Owned, Minority Owned, and/or Veteran Owned, teaming partners and/or major subcontractors or prime.
