- The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as Women-Owned, Veteran Owned, Service-Disabled Veteran Owned, 8(a) Certified, and HUBZone Certified) with the capabilities listed below in order to provide specialized Architect/Engineer (A/E) Services on an as-needed basis in support various prospectus level projects throughout the Pacific Rim Region (Region 9). Region 9 is comprised of the States of California, Nevada, Arizona, and Hawaii as well as the Pacific U.S. Territories. This procurement shall be solicited as a 100% Small Business Set-Aside under NAICS Code 541310, Architectural Services. The size standard determination for this acquisition is based on average annual receipts of not more than $7 million over the last three (3) completed fiscal years. The solicitation shall result in three (3) to five (5) firm-fixed priced indefinte delivery, indefinite quantity (IDIQ) contracts with a one-year duration plus four (4) one-year options to provide A/E Services based on, but not limited to, the issuance of task orders for the following services: building investigations, program development, concept design, schematic design, deisgn development, construction documents, construction observation, peer review services, code compliance services, security design, and providing studies or reprots. In addition, the selected A/E Contractors must enlist consultants in the following disciplines: Engineering (mathematical, electrical, plumbing, structural, and civil), cost estimating, fire protection engineer, hazardous materials (HazMat), elevator design, historic preservation (i.e. historical architects, historians), materials conservation, and sustainability. The Maximum Order Limitation shall be $2,000,000.00 for each one-year period. The Minimum Gurantee for this contract shall be $5,000.00. The selected firms shall negotiate overhead, profit and hourly rates for anticipated disicplines for use in negotiated fixed-price task orders. Consideration will be limited to the following criteria: (1) Firms having an existing active design production office within the georgraphic area of Region 9. (2) Joint venture or firm/consultant arrangement will be considered and evaluated on a demonstrated interdependency of the members to provide a quality design effort. (3) All firms and their consultants must have in-house Computer-Aided Design and Drafting (CADD) capabilities and use American Institute of Architects (AIA) Masterspec as the basis for developing the construction contract documents. This procurement shall be conducted in accordance with the procedures outlined in the Brooks Act (FAR Part 36.6, Architect-Engineering Services). Therefore, qualifications shall be reviewed and a short-list of the three (3) to five (5) most highly qualified firms shall be published prior to holding any discussion on pricing rates. Evaluation Criteria (listed in descending order of importance) shall be as follows: (1) PROFESSIONAL QUALIFICATIONS - Professional qualifications necessary for satisfactory performance of the required services. (2) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE - Specialized experience and technical competence in the type of work required and, where appropriate, experience in energy conservation, pollution prevention, and the use of recovered materials. (3) ORGANIZATION, MANAGEMENT, & QUALITY CONTROL (QC) - The firm's organization and management process. Demonstrated success of the QC program used by the firm to ensure quality prodcuts. (4) PAST PERFORMANCE - Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. It is anticipated that the Request for Qualifications (RFQ) package will be released on or around May 7, 2014, by email only.
