Description
SYNOPSIS R14PS00394 OMID MODERNIZATION REGULATING RESERVOIR The Bureau of Reclamation, Upper Colorado Region, has a requirement to construct an approximate 85-acre foot regulating reservoir and appurtenant structures. The work is located on Orchard Mesa, approximately 5 miles southwest of Grand Junction, Colorado in Mesa County. The principal features of work, are as follows: A.Excavation for reservoir and structures. B.Constructing embankments of zoned earthfill materials. C.Furnishing and installing geotextile fabric, PVC Canal Liner and LLDPE Reservoir Liner. D.Furnishing and installing canal erosion protection with concrete infill. E.Furnishing and installing reservoir erosion protection with concrete infill and gravel infill. F.Furnishing and installing HDPE, PVC and Reinforced Concrete Culvert pipe. G.Constructing cast-in-place concrete structures. H.Furnishing and installing precast concrete for manhole and other structures. I.Furnishing and installing various sizes and types of hydraulic gates. J.Protecting and abandoning existing piezometers. K.Furnishing and installing chain link fence. Evaluation criteria for award consideration, listed in descending order of importance, will include 1.Technical Approach 2.Schedule 3.Key Personnel 4.Past Performance 5.Cost/Price The relative importance of the factors listed above are as follows: 1.The Technical Approach is more important than Schedule, Schedule is more important than Key Personnel, Key Personnel is more important than Past Performance, Past Performance is more important than Cost/Price. 2.The Technical Approach, Schedule, Key Personnel and Past Performance when combined, are significantly more important than Cost/Price. It is anticipated the contract will be a fixed price construction contract. This is a total small business set-aside. The North American Industry Classification System Code (NAICS) is 237990 Other Heavy and Civil Engineering Construction with a small business size standard of $33.5M. The estimated magnitude of the requirement in terms of physical characteristics and estimated range is between $5,000,000 and $10,000,000. Anticipated award is for a contract with an estimated 16 month duration. Request for Proposal No. R14PS00394, using procedures prescribed by FAR Part 36 Construction Architect-Engineer Contracts in conjunction with FAR Part 15 Contracting by Negotiation, will be posted shortly after transmission of this synopsis.
