Description
This is a sources sought notice IAW FAR part 10 as part of the market research process. This notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. This notice is for planning and information purposes only. Attached is a Scope of Work for the Mountain Home AFB, ID Water Conservation & Xeriscaping project. The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications of various business concerns that might be interested to compete and perform a Firm Fixed Price Construction Contract. The type of solicitation issued will depend upon the responses received to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The Government is seeking to identify qualified, experienced offerors, who can perform multiple disciplines, to include but not limited to: renovate selected areas of existing landscaping and modify existing irrigation systems on the Base to promote reduction of water usage. The selected categories of work are as follows: XERISCAPE (APPROX. 6 ACRES): Replace existing landscaping with various types of bark/gravel mulches, drought tolerant trees, shrubs and grass turf indigenous to this climate, provide steel or concrete edging. Replace the existing irrigation system with a new system to include smart controllers and weather sensors. ROCK MULCH (APPROX. 1/4 ACRE): Replace selected areas of existing landscaping with rock mulch. TURF CONVERSION (APPROX. 32 ACRES): Replace existing selected grass turf areas with new drought tolerant turf. This will be achieved by killing exiting grass, adding compost and tilling into the soil, then fertilized and new grass seed planted and mulched. This includes replacing existing irrigation system controllers with new smart irrigation controllers with weather sensors. IRRIGATION CONTROLLER (APPROX. 120 UNITS): Replace existing irrigation system controllers with new smart irrigation controllers with weather sensors. Contractor(s) will be required to furnish all labor, materials, supplies, equipment, transportation, engineering and/or technical design and personnel necessary to manage and accomplish the project as described in the RFP, and in accordance with applicable federal/state/local safety and environmental regulations. The magnitude of the anticipated contract is valued between $1M and $5M. It is anticipated that the contract will be a Firm Fixed-Price type contract that will have a basic contract period contemplated of 365 days + 365 days for planting and maintenance period. The North American Industry Classification System (NAICS) code for this effort is 561730, Landscaping Services with a size standard of $7.0M. Performance and payment bonds will be required in accordance with the Federal Acquisition Regulation Part 28. An electronic copy of the firm's capability statement is requested. The information requested should not exceed five (5) total single-sided pages, single spaced with twelve-pitch font size and, as a minimum, should include the following: •(a) Relevant past performance with evidence of similar work completed in the past three years, to include dollar value. •(b) Bonding limits of your firm. •(c) Point of contact including phone number, physical address and e-mail address. •(d) Size status and/or SBA certification program of your firm (8(a), small business, service disabled veteran owned small business, women owned small business, HUBZone business, or small disadvantaged business). •(e) Positive statement of interest to submit a proposal. Interested parties are requested to submit responses to this announcement, via email ONLY, by COB on 15 May, 2014. Paper copies of this announcement will not be provided. All packages should be received no later than 14 days from the issuance of this Sources Sought. Any information received will be used solely for the purpose of market research.
