- The Government is performing market research on potential sources for the manufacture of the Diffractive Optics (DO) Lens Assemblies NSN 6650-99-801-2431WF, and NSN 6650-99-251-0419WF used on Block 40 F-16 Aircraft and the Wide Area Conventional (WAC) Lens Optical Holder NSN 6650-99-732-7556WF and WAC Lens Potted Assembly NSN 1270-99-730-4964WF. These lens assemblies allow the Depot to continue to repair the F-16 HUD Optic Modules. The Optic Modules are comprised of numerous parts. NAICS Code: 333314, Optical Instrument and Lens Manufacturing, size standard 500. The Government is contemplating a Firm Fixed-Price (FFP) contract. The Government does not own data rights. In the past, Qioptiq, St. Asaph, United Kingdom, CAGE Code K6111 has been the only source that maintained the engineering and technical data necessary to successfully manufacture this item. Interested sources may identify their interest and capability to respond to the requirement. Interested sources that possess the capabilities of obtaining the required technical, engineering, and manufacturing data from the original OEM, and possess the capabilities to manufacture these items can submit information regarding their capabilities. Interested sources must maintain facilities and personnel to store, maintain, and operate classified systems up to and including Secret. Information received must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e. salient physical, functional, and serviceability characteristics), and/or (2) data that the offered parts have been satisfactorily manufactured for the Government or the original OEM. THIS INFORMATION MUST BE RECEIVED WITHIN (30) DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. This request for information (RFI) is not a request for competitive proposals and does not constitute a commitment, implied or otherwise, that procurement will be accomplished. This is not a request for proposal or invitation for bid. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government assumes no responsibility for costs incurred by the contractor in responding to this RFI. These costs remain solely the responsibility of the responding contractor and response is voluntary. Responding to this request in no manner guarantees a contract will be awarded to the respondent. The information provided is to the best of the Government's knowledge of plans, desires, and general situation as it exists at this time. Please recognize that this requirement is currently in the acquisition planning phase and, therefore, all information is potentially subject to change.
